Summary:

The Cybersecurity Project Manager shall provide project management support with the Contract Manager for CISA OCIO. This effort provides the overarching support and guidance to all subordinate projects, task areas, and activities that together make up the support for the OCIO. The Cybersecurity Project Manager will be knowledgeable in all aspects of the statement of work and able to provide advice and guidance to all members of the SiloSmashers team. Working with the Contract Manager, this person will act as the central point of contact for the Government for all program-wide technical issues. This person will be responsible for all issue resolution, program management, and other contract support including providing comprehensive account support for the contract.

Job Duties:
  • Participates in conference calls/meetings regarding the contract status, activity status, costs, etc. with OCIO task leads and the COR
  • Ensures activities stay on task and deliverables are submitted on time and meet quality standards.
  • Conducts risk management to identify potential issues early.
  • Provides monthly metric reports for assessments to OCIO staff, as requested.
  • Participates in weekly meetings (in person, teleconference, webinar) with technical staff and project team members as it relates to planned and/or ongoing operations and maintenance for OCIO activities.
  • Participates/Assists Federal Program Manager with Systems Engineering Lifecycle (SELC) activities and meetings.
  • Interacts with technical team members from multiple organizations in a team environment
  • Advises the client on technical security or compliance activities
  • Manages priorities and tasks to achieve delivery utilization targets
  • Performs work with professionalism both with internal team members and the client
  • Ensures quality products and services are delivered on time
  • Strong knowledge of network devices, security solutions, technology platforms
  • Participates in agency CDM and NOSC work groups, providing feedback on the architecture, identifying and validating new and existing challenges and proven practices regarding the implementation
  • Assist with the creation and maintenance of the Work Breakdown Schedule and Integrated Master Schedule to track impacts and barriers to NOSC implementation schedule
  • Acts on behalf of the Contract Manager, during Contract Manager absence

Qualifications:
  • Currently hold Secret clearance and holds, or able to obtain, DHS suitability.
  • Minimum of five (5) years' experience:
    • Organizing, directing, overseeing and managing the efforts of security staff, involving multiple, complex, and inter-related engineering and implementation project tasks.
    • Managing teams of information security personnel at multiple locations.
    • Meeting with customer and contractor personnel to formulate and review task plans and deliverable items.
    • Ensuring conformance with program task schedules and costs.
    • Establishing and maintaining technical and financial reports to show progress of projects.
    • Organizing and delegating responsibilities to subordinates and overseeing the successful completion of all assigned tasks.
  • B.S. degree in a related field or 5 years of relevant IT Security related experience to include a minimum of two (2) years of FISMA experience.
  • Demonstrated expertise in SELC, Information Security processes, and IT security development projects
  • Knowledge of security code review processes and best practices, Enterprise Architecture
  • Excellent communication and presentation skills, customer focus, and good technical writing skills
  • Experience in managing CDM and DHS NOSC implementations
  • PMP certification preferred
