Summary There is an anticipated vacancy for an attorney to serve as Counsel to the Deputy Chief of Naval Personnel/Commander Navy Personnel Command at the Bureau of Naval Personnel (BUPERS)/Navy Personnel Command (NPC) in Millington, Tennessee. This position reports to the Office of the Assistant General Counsel (Manpower and Reserve Affairs) (AGC (M&RA)). The Office of AGC (M&RA) is under the general supervision and coordination of the Department of Navy Office of the General Counsel (OGC). Qualifications This is a senior attorney position that provides legal advice, consultation and representation to the BUPERS/NPC staff in connection with all matters, except those specifically reserved for the Judge Advocate General of the Navy, involving federal civilian personnel law (including advising clients and representing an Agency before the Merit Systems Protection Board, the Equal Employment Opportunity Commission, and other state or federal judicial and administrative tribunals), labor law, government ethics and Standards of Conduct, fiscal law, contracts, FOIA/Privacy Act, general administrative law, and business and commercial law. The successful applicant must be a U.S. citizen, have graduated from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, be admitted to practice before a state or federal court, and be eligible to obtain and maintain a Secret security clearance. GS-15: Your resume must also demonstrate at least 5-1/2 years of legal experience, including significant experience in federal civilian personnel law. GS-14: Your resume must also demonstrate at least 3-1/2 years of legal experience, including significant experience in federal civilian personnel law. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education The successful applicant must have graduated with a J.D. or LL.M. from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.
