Summary
You will serve as a Security Specialist within NAVAL RESEARCH LABORATORY CONUS.

Duties
You will support the administration/management of NRL SCI Programs in accordance with Intelligence Community Directives (ICD-705) and DOD SCI Administrative Security Manuals (5105.21).
You will act as NRL Port Hueneme (NRLPH) Special Security Representative, providing onsite security expertise and guidance.
You will assist the NRLPH Security Section Head in executing NRL SSO related functions onsite.
You will be responsible for the command's overall security posture to include information security including classification management and document control, physical security, personnel security, and security education and training.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
You will be required to successfully complete a pre-appointment physical examination.
This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-5/10) or pay band (NO-02) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following: 1) Managing a comprehensive security program utilizing demonstrated knowledge of Information, Personnel, Physical, and Industrial security requirements, policies, and regulations; 2) Managing personnel Sensitive Compartmented Information (SCI) clearances to include conducting SCI pre-screening interviews, indoctrinations and debriefings, and initiating and tracking re-investigations utilizing databases such as eQIP/eAPP (NBIS); 3) Executing an information security program to include classification management and document control, developing and implementing security education and training, and enforcing physical security policy and guidance in accordance with established directives; and 4) Communicating effectively both orally and in writing.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related
