Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service. Duties Inspects water and waste facilities and equipment. Makes adjustments to sewage system equipment, i.e., valves, pumps and gates, to assure an uninterrupted flow. Monitors pressure gauges and flow meters to maintain water levels. Adjusts flow and chemicals to achieve proper PH for correct treatment. Operates service pumps to pump water that is under pressure through equipment. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires to possess and maintain a valid State Driver's License. This position requires to obtain and maintain a Forklift License and/or a Front End Loader License. This position is subject to Drug Abuse Testing Program requirements. This position requires to complete and pass a pre-employment physical examination and periodic (e.g. annual) medical examinations following appointment to determine fitness for continued performance of the duties of the position. This position may require use of a respirator and Personal Protective Equipment (PPE) for extended periods of time. Shift work is required, or a change in work shift may be necessary. Hours of work encompass fluctuating tours of duty to include evenings, nights, weekends and holidays. Overtime may be required as directed and employee is subject to recall for periods of emergency overtime. Must possess a State of Arkansas Grade 1 Water Treatment Operators License. State of Arkansas Grade 2 Water Treatment Operators License and State of Arkansas Grade 2 Water Distribution License are both required within one (1) year after employment. State of Arkansas Class I Waste Water License is required within 3 months of employment. State of Arkansas Class II Waste Water License is required within 6 months of obtaining the State of Arkansas Class I Waste Water License. State of Arkansas Industrial Wastewater License is required within one (1) year of employment. Qualifications Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Utility Systems Operator ~ without more than normal supervision. Which include observing pressure gauges and flow meters. Collecting samples and testing water to determine correct PH levels. Inspecting mechanical parts to perform minor maintenance on equipment. Assisting with roving field operations such as examining water and waste facilities and equipment. Maintaining records of meter readings and test results. - Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort: Prolonged physical effort is not usually required. Operators are required to lift up to 50 pounds and occasionally up to 100 pounds. Some standing, stooping, bending, and working on ladders is required. Working Conditions: Work is performed both outside and inside. Operator gets dirty and greasy while performing maintenance. There is danger of falls from storage tanks (at heights of approximately 100-150 feet above grounds level) and of injury from moving machinery. There is a possibility of infection, asphyxiation or injury from contact with sewage, sewage gases and fumes. Operator is subject to burns while working with chemicals and must occasionally wear protective clothing and equipment. Operator performs work in an environment in which disagreeable or hazardous noise levels are considered environmentally unsafe without the use of protective gear. Operator is provided and must wear approved hearing protective devices, therefore, adverse health effects to the operator are eliminated. Operator is subject to annual audio metric evaluation at the Arsenal medical facility. Education This job does not have an education qualification requirement. Additional information About the Position: This position is with the Joint Munitions Command located at Pine Bluff Arsenal. This position serves as Utility Systems Operator in the Pine Bluff Arsenal's Water Treatment Plant, Sewage Disposal Plant and Industrial Waste Treatment Plant. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
