The primary purpose of this position is to perform day-to-day control and management involving formulation, execution, and/or analysis of the budget
and funding requirements for a large origination, such as a Center, Wing. or large Directorate or Group with operational programs.

Duties
Works with Agency/MAJCOM budget office counterparts to obtain, monitor. and track organization's funds; and coordinates with Agency, MAJCOM. and/or installation staff offices such as accounting, payroll. procurement, or others involved in budgetary issues.
Monitors and advises senior management on financial management sua1egics for organization's single and multi-year appropriations and the execution of long-range detailed budget forecasts and plans impacting substantive national programs and missions. Monitors current year obligation rates, expenditure rates, and adjustments. Monitors year-end close-out to ensure proper and full use of funds.
Conducts research and comprehensive analysis of fund usage trends. unfunded requirement., and the effects of changes and develops recommendations for budgetary adjustments to support changes in program plans, operations. and/or funding. Conducts training for functional contacts and/or program managers in organization. Conducts or participates in special studies of financial programs and funding requirements. Conducts detailed analyses of budgetary and programming relationships and consolidates requirements for a wide range of substantive programs and missions. Conduct initial review of procurement requirements; and monitor contract awards. progress, and disbursements of payments.
Develops and defends organization's budget requirements and submission, in relation to other organizations in various meetings. panels, and/or boards during the Program Objective Memorandum (POM) resource cycles. Develops budget program guidance for the organization. Provides guidance and may oversee the work of less experienced budget analysts.
Investigate a wide variety of difficult and complex problems related to different types and sources of money. formulating studies and evaluating fiscal posture on future operational requirements. Exercises originality and experienced judgment in anticipating major problems and recognizing future budgetary needs. Verifies, enters, adjusts, and retrieves data in automated budget systems; and prepares a variety of forms, schedules, reports, high-level briefings, and/or other documents to support effective accomplishments of objectives.

All new DCIPS employees are required to complete a two-year DCIPS trial period.
Employee must be able to acquire and retain a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access in order to fully perform the du1ies and responsibilities of the position.

This position may require polygraph examinations. Incumbent may be required to undergo pre-employment and/or random polygraph examinations in accordance with security regulations involving material handled.
Incumbent is subject to after-duty hours recall. This requirement is based on the operations situation and must be available via electronic communication 100% of time.
Incumbent may be required to take part in readiness exercises or deployments. Incumbent is required to maintain any immunizations necessary for exercises or potential deployments. Host organization servicing medical clinic will provide immunizations.
This is a KEY position. Incumbent must be removed from any military recall status if alternatives for filling the position during an emergency are not available.
Position requires temporary duty travel (TOY) utilizing military and/or commercial transportation.
Requires flexibili1y to work other than normal du1y hours, which may include evenings, weekends, and/or holidays,
This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
Qualifications
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; and/or a comprehensive intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge of federal budgetary regulat1ons, policies, methods, practices, processes, and procedures to formulate, justify, and execute the budget for assigned budget accounts, including knowledge of DoD Planning. Programming, Budget, and Extensive System (PPBES). Knowledge of security procedures to main1.11in control of classified material.
In-depth knowledge of mission, functions, goals, objectives, work processes. and sources of funding pertinent to organization. In-depth knowledge of automated budge, system(s), and skill in building and manipulating data on spreadsheets.
Ability to select and apply appropriate, analytical methods and techniques, to gather facts .and use effective analytical methods to accurately assess information, make sound decisions, and reconcile conflicting data.
Ability to gather and analyze data to prepare budgets, assess the effects of budgetary and/or program changes, develop alternatives, and make rccommenda1ions to resolve difficult and complex budget/funding problems.
Ability to communicate effectively with others. both orally and in writing, in working out solutions to problems or questions. and to defend and negotiate organization's requirements in relation to another competing requirement.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
