Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves the overall management, control, coordination and execution of assigned projects. As the project team leader, implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project.

You will be evaluated on the basis of your level of competency in the following areas:
Specialized experience for the GS-09. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).: One year of specialized experience equivalent to the federal service which includes:
1.)Developing and executing environmental projects; Or
2.) Managing project schedule and cost growth; Or
3.) Reviewing plans and specifications, drawings and/or site conditions
Specialized experience for the GS-11. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).: One year of specialized experience equivalent to the federal service which includes:
1.)Developing and executing environmental or construction projects and contract administration; Or
2.) Managing project time and cost growth; Or
3.) Analyzing plans and specifications, drawings and/or site conditions

Specialized experience for the GS-12. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).: One year of specialized experience equivalent to the federal service which includes:
1.)Developing and executing environmental or construction projects and contract administration; Or
2.) Managing project time and cost growth; Or
3.) Analyzing plans and specifications, drawings and site conditions; Or
4.) Preparing Cost Estimates in connection with approved claims.
Time in Grade Requirement:
For GS-12 positions:
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
For GS-11 positions:
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
For GS-09 positions:
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional information
Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
You will be required to provide proof of U.S. Citizenship.
One year trial/probationary period may be required.
Direct deposit of pay is required.

This is a Career Field (18) - Interdisciplinary position.
Salary includes applicable locality pay or Local Market Supplement.
Interagency Career Transition Assistance Program (ICTAP). Payment of Permanent Change of Station (PCS) costs may be authorized, based on a determination that a PCS move may bet in the Government interest.
