Summary

The Office of Inspector General (OIG), U.S. Department of Transportation (DOT) works to promote efficiency and effectiveness, and prevent or stop waste, fraud, and abuse in the DOT. The Inspector General Act of 1978 gives the Office of Inspector General autonomy to do its work without interference. OIG carries out its mission by issuing audit reports, evaluations, management advisories, and other products with findings and recommendations to improve program delivery and performance.

  • This position requires a top secret clearance.
  • Successful completion of a background investigation is required.
  • Medical examination (fitness) and drug testing required.
  • Public Financial Disclosure Report (SF-278e) is required within 30 days.
  • Required to carry a firearm or ammunition. Annual certification required.

Persons newly appointed to an SES position will be required to serve a one-year probationary period.

Qualifications

As a basic requirement for entry into the Senior Executive Service (SES), you must show in your resume evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and that is directly related to the skills and abilities outlined under the Technical Qualifications and Executive Core Qualifications listed below.

TECHNICAL QUALIFICATIONS (TQs):  You must address the following technical qualifications clearly in your resume.

  1. Demonstrated executive-level experience in law enforcement related activities including the following: arrests, search warrants, electronic surveillance, consensual monitoring, undercover operations, emergency operations, protective operations, information management, and computer forensics and the use of information technology as an investigative tool.
  2. Demonstrated executive-level experience leading, directing, and monitoring a comprehensive criminal or administrative investigative program. This may involve broad and complex issues of fraud, waste, abuse, or misconduct by senior officials throughout a large geographically dispersed professional workforce.

EXECUTIVE CORE QUALIFICATIONS (ECQs):  Below are descriptions of the ECQs that must be clearly described in your resume.

ECQ 1 – LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.  Creativity & Innovation, External Awareness, Flexibility, Resilience, Strategic Thinking and Vision.

ECQ 2 – LEADING PEOPLE: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.  Conflict Management, Leveraging Diversity, Developing Others, and Team Building.

ECQ 3 – RESULTS DRIVEN: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.  Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving and Technical Credibility.

ECQ 4 – BUSINESS ACUMEN: The ability to manage human, financial, material, and information resources strategically.  Financial Management, Technology Management, and Human Capital Management.

ECQ 5BUILDING COALITIONS/COMMUNICATIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organization, foreign governments, or international organizations to achieve common goals.  Influencing/Negotiating, oral Communication, Partnering, and Political Savvy.

FUNDAMENTAL COMPETENCIES:  The following competencies are the foundation for success in each of the Executive Core Qualifications:  Interpersonal Skills, Oral Communication, Written Communication, Integrity/Honesty, Continual Learning, and Public Service Motivation.

Background Investigation:  This position requires a Top Secret security clearance and is designated as critical-sensitive, requiring that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

The appointee will be required to file a Public Financial Disclosure Report (SF-278e), within 30 days after his/her appointment, and then annually thereafter.
