Duties Works under general supervision performing day to day administrative and technical budget functions in accordance with appropriated and non- appropriated fund regulatory requirements. Uses required / applicable automation software and hardware to perform analytical, technical, and administrative tasks required during phases of the budgetary and execution process. Insures APF and NAF operating fiscal budgets are fully synchronized and balanced according to fund sources. Executes, monitors, coordinates, and provides oversight to the operating and reimbursable budget programs. Gathers, verifies and consolidates a variety of budget/financial data to be used in the formulation of spreadsheets and presentations. Researches, verifies, and revises budget/program data, as required, for correct budget/program submission and execution. Prepares written funding justifications, consolidates budget requests, requests additional funds, and monitors expenditures against obligations. QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. MINIMUM QUALIFICATIONS: Progressively responsible work experience in budget or finance that provided the applicant the knowledge of appropriated fund and/or non- appropriated fund regulations on budgetary processes and requirements. The work experience must also demonstrate the knowledge and ability to balance funds between accounts, i.e., transferring funds between line items or sub-projects or identifying excess funds for possible transfer to other operating programs. Demonstrated work experience must have been equivalent in difficulty and complexity to the next lower grade level. Must have excellent organizational skills; be highly skilled in written and verbal communications and able to deal tactfully and effectively with employees in all levels of the organization. Must be highly proficient in Microsoft Windows, Word, Excel, and other software as required, and be able to meet stringent deadlines in a fast-paced environment. All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks. HIGHLY QUALIFYING CRITERIA: 1. A minimum of 3 years of NAF (non-appropriated fund) experience. 2. Thorough knowledge of accounting principles and financial transactions, including generally accepted accounting principles (GAAP), as well as financial data management and analytics techniques. 3. BS/BA degree in accounting, finance, or related field. All answers to the Highly Qualifying Criteria must be demonstrated in your resume to get credit. Education Education is not required for this position and will not be utilized in determining minimum qualifications or as a substitution for experience unless indicated in the vacancy.
