The primary purpose of this position is to provide subject matter expertise in the coordination of USNORTHCOM Counter Threat Finance/Counter Narcotics/Counter Transnational Organized Crime (CTF/CN/CTOC) efforts. Serves as a Counter Threat Finance/Threat Finance Intelligence/Counter Narcotics/CTOC (CTF/TFI/CN) Analyst supporting the execution of ongoing threat finance intelligence & operational activities.
Duties
1. Plans, organizes, facilitates and assists in coordination of NORAD and USNORTHCOM Counter Threat Finance (CTF) efforts with U.S. Embassy country team and other mission partners. Tailors CTF/CTOC deliverables based upon knowledge of US Northern Command's Theater Campaign Plan and DoD Directives for use by both internal and external customers. Integrates CTF into day to day execution of US Northern Command efforts against Transnational Criminal Organizations, Terrorism and other threat networks, and their potential nexus.
2. Conducts CTF/CTOC/CN all-source intelligence analysis, production and reporting in support of Commander US Northern Command objectives. Provides CTF/TFI and CTOC/CN expertise in one or more functional areas, threat finance/money laundering techniques/tradecraft, assessing developments, analyzing trends and identifying threat implications. Assists in the conduct of collection, processing, integration, evaluation, interpretation, production, and dissemination of analytic products in support of the US Embassy country team and other mission partners.
3. Represents NORAD-USNORTHCOM in a variety of installation and functional area organizations. Maintains expertise in counter threat finance/money laundering methods/techniques, emerging trends of concealing and moving the proceeds of illicit trafficking and associated implication for law enforcement and/or intelligence actions. Provides formal and informal briefings. Conducts analytical exchanges and represents NORTHCOM CTF/TFI at national/regional conferences and working groups.

All new DCIPS employees are required to complete a two-year DCIPS trial period.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Mastery of and skill in applying a comprehensive range of intelligence research, collection, analysis, and dissemination applications and methodologies that includes the evaluation of diverse sources of information utilizing multiple intelligence information systems in order to develop intelligence capability and threat assessments; knowledge of the national intelligence community, Joint, DoD (structure, organizations, and missions/functions), inter-relationships, and operations; knowledge of intelligence programs and software up through the TOP SECRET//SCI classification level for intelligence analysis, target development, and common intelligence picture development; knowledge of DoD and law enforcement intelligence information flow and other governing regulations including Intelligence Oversight requirements in order to ensure a timely response to customer needs; knowledge of international narcotics trafficking, CTOC, CD, and related threat networks in the AOR; knowledge of financial intelligence. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
AND
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and experience in a wide range of the concepts, principles and practices in financial and all-source intelligence and federal law enforcement investigations to include counter narcotics and transnational organized crime research.
2. Knowledge of applicable statutory law, policy, procedures, organization, intelligence, and doctrine as it relates to DOD CN and CTF support to key interagency organizations involved in efforts to deny, disrupt, or defeat, and degrade adversaries' ability to use global licit and illicit financial networks to negatively affect US interests.
3. Knowledge of CN and CTF related intelligence, planning, operations, and financial systems.
4. Skill to independently analyze financial/threat information, develop appropriate courses of action, formulate recommendations, and articulate a resolution or decision in a concise, well written or oral presentation at the Director level and below.
5. Skill to coordinate organizational or agency planning, operations, and intelligence support to U.S. law enforcement agencies and other interagency organizations.
CONDITIONS OF EMPLOYMENT CONTINUED:
1. This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
2. May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
3. A Top Secret/Special Sensitive clearance is required for this position. The employee is required to possess and maintain a Top Secret/Special Sensitive as a condition of employment. Per AFGM2017-36-04, dated 4 Oct 17, the investigative requirement CANNOT be waived for special sensitive positions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
