Job Description
Summary
This position is part of the Department of Defense (DoD), Defense Security Cooperation Agency. The incumbent will be responsible for participating in the work of the Foreign Military Financing (FMF) direct loan and loan guarantee program, coaches, mentors, and facilitates the selection and application of problem solving techniques or work methods, and leads the program in identifying solutions, priorities, and organization to accomplish the work.

- Pre-employment urinalysis testing and random testing required.
Qualifications
One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
- Conducting comprehensive program analysis of country programs such as: Foreign Military Financing (FMF) and Foreign Military Sales (FMS)
- Reviewing, utilizing, and adhering to the Security Assistance Management Manual and the Department of Defense Financial Management Regulation to develop controls that ensure the optimum use of financial resources in accordance with policy
- Analyzing and applying problem solving methods to identify problems, draw conclusions, make recommendations and provide financial policy solutions to improve efficiency and effectiveness
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

Other Notes:
Selectee or incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Workforce Certification Program 2.0 requirements. Incumbent must complete DoD SCW Basic-level certification courses within one year. Requirements for Proficiency Level 1 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC position. In addition, 40 hours of continuing education (CUE) every two years.
Selectee or incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 06/08), Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.
