Summary
This position is located at Installation Management Command Headquarters DFMWR NAF Hospitality Division.
Incentives and Bonuses

Duties
Analyzes the monthly and yearly results of accounting transactions upon the financial posture of a small to medium installation MWR and Lodging funds. Interprets the effects of such transactions. Apply accounting concepts when rendering financial guidance to managers and division chiefs. Responsible for development and formulation of the annual operating budget to include the five-year plan and narrative. Reviews and interprets budget guidance for consolidation of estimates and develops instruction based on new guidance.
Evaluates financial statements and prepares recurring financial reports for presentation to the fund manager and the installation commander. Serves as the technical expert in the matters of financial resources. May audit policies, programs, methods and procedures.
Serves as the liaison with Defense Finance and Accounting Services for accounting matters. Evaluates established internal policies, procedures and management controls to ensure adequacy. Monitors compliance. Recommends changes and suggests solutions to managers. Serves as the audit liaison.

Qualifications

A qualified candidate must possess the following:
Experience that demonstrates the ability to perform the duties described above using the theories, principles, practices, and techniques of generally Accepted Accounting Principles (GAAP). Documented experience must have been equivalent in complexity and difficulty to the next lower grade/level.
In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified":
Possess a bachelor's degree with a major in business discipline such as Accounting or Financial Management. If yes, please upload transcripts that do not contain PII data.
OR
Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement.
Possess Non-Appropriated Fund (NAF), Appropriated Fund (APF) or other Government accounting experience.
Education
Education is not required for this position and will not be utilized in determining minimum qualifications or as a substitution for experience unless indicated in the vacancy. The Duty Station for this position is located at Fort Sam Houston, TX. You will be expected to physically reside within commuting distance of Fort Sam Houston, TX. Situational telework can be provided for weather-related emergencies, office closures, or other situations where telework serves a compelling Agency need.

PCS Costs
Payment of Permanent Change of Station (PCS) costs are authorized based on a determination that a PCS move is in the Government's interest.
Incentive Eligibility
For the purpose of eligibility, a recruitment incentive is authorized for a newly hired employee, defined as an individual being hired to a NAF position for the first time, or one who is being reinstated or reemployed after a break in service of at least 1 year.
For the purpose of eligibility, a relocation incentive is authorized for a current NAF employee to accept a RFT position in a different geographic area requiring a PCS move. The relocation must be without a break in service. The relocation incentive is additional to payments authorized for PCS movement.
Allowances and Differentials???????
This job is part of a pay-banded system. Sunday premium pay for regularly scheduled employees and night differential pay may be authorized by the Garrison Commander.
