Summary The Health Technician position is in the outlying Community Based Outpatient Clinics (CBOC's) and is aligned under Nursing Service. The positions will be located at the Golden, and Aurora clinics. This position will provide clinical support for patients who require Laboratory testing to contribute to overall clinic functionality. Duties Major Duties include but not limited to: Screens patients by obtaining vital signs, complaints, and by observing the patient's condition, behavior, attitude, and records appropriately. Is expected to inform the registered nurse and/or physician of unusual situations. Obtaining vital signs when needed to include; blood pressures, pulse rate, respiration, temperature. Perform point of care testing when needed. Assist with clinic flow as needed; answers phone, directs patients to appropriate areas, relays appropriate information to Nursing and Physician staff, and prepares patient examination areas. Enters information into CPRS as needed. Properly stocks and maintains OPL/Clinic rooms with supplies and organized instruments and equipment as instructed. The incumbent performs blood collection using a variety of phlebotomy techniques including vacutainer system, syringe, butterfly or capillary finger sticks with minimal number of failures, patient bruising or required repeat collection, ensuring samples are submitted to the clinical laboratory with least possible delay. Draws blood from patients for requested laboratory tests. This includes special drawing techniques and assuring proper tubes are used and the correct amount of blood is drawn. Can measure vital signs, i.e. blood pressure and pulse rates in order to perform phlebotomy. Work Schedule: Monday-Friday 7:30am- 4:00pm or as needed Virtual: This is not a virtual position. Standing and bending for a prolonged period of time, walking, lifting up to 20 pounds, kneeling, and some climbing of stairs may be required. The work requires manual dexterity, a large degree of concentration, and working at top speed for several hours at a time. The ability to distinguish colors and color intensity is required. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/12/2025. GS-5 Specialized Experience: One year of specialized experience equivalent to at least the GS-04 grade level in Federal service that has required application of the knowledge, methods, and techniques of this position. Examples of qualifying specialized experience include: Knowledge of collection requirements such as tube order, proper fill amounts, and collection temperature and storage requirements; Knowledge of guidelines related to Phlebotomy Procedures; Skill in venipuncture is necessary to obtain required quantities of specimens needed for a large battery of tests requested with the subsequent labeling, preservation, special handling of select specimens, storage, as well as correct patient identification prior to drawing; required knowledge of computer procedures sufficient to perform work in numerous lab and radiology menu selections. OR Education: Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects directly related to the position. This education must have been obtained in an accredited business or technical school, junior college, college, or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business or technical school. Transcripts required. OR Combination: An equivalent combination of specialized experience and education as described that demonstrates your ability to perform the duties of this position. Transcripts required, and experience must be detailed in your resume to receive credit. In addition to the Individual Occupational Requirement (IOR), candidates must also meet one of the following requirements: Individual Occupational Requirement (IOR) for Health Aid and Technician Series (0640): Specialized Experience (For Positions at GS-04 and Above): Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. OR Education and Training For GS-05: Successful completion of a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position. English Language Proficiency Requirement: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Preferred Experience: One (1) year of experience in Phlebotomy Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
