Job Description
Summary
This position is with CYS Parent and Outreach Services at Joint Base Lewis-McChord, Washington.

Duties
Incumbent’s work is evaluated in terms of compliance with program standards as measured against established CYS Services metrics as well as participant enrollment; accomplishments; and effectiveness of the Kids on Site Program.
Manages all aspects of CYS Services’ Kids on Site Program to include the development and implementation of on post and off post, MWR Partnerships and Chaplain Strong Bonds Kids on Site.
Supervises and evaluates employees based on established performance standards. Promotes direct staff IAW Child and Youth Personnel Pay Program (CYPPP) guidelines.
Develops program budget and provides to Outreach Services Director for CYS budget. Manages program budget. Conducts analyses of budget variances. Prepares justification for funding of program resource requirements.
Collaborates with FMWR Marketing to prepare and distribute marketing plan and promotional materials to appropriate command, units, community and organizations. Performs other duties as assigned.

Satisfactorily complete an employment verification (E-Verify) check.
Must be at least 18 years of age at the time of appointment.
All required background checks of AR 215-3 and the Crime Control Act must be successfully completed and maintained, including Child and Youth Tier 1 background investigation.
Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations IAW current Army and DoD policy to include annual influenza vaccinations.
Travel to on and off post locations is required.
Satisfactory completion of pre-employment background checks in accordance with AR 215-3, 2-15.m., and a Child Care Tier 1 background investigation is required.
Qualifications
Resumes must be two pages (or less). Resumes should clearly demonstrate the applicant's relevant experience, skills, knowledge and abilities as they pertain to this position.

A qualified candidate must possess the following:
Successful completion of an undergraduate Degree that included or was supplemented by major study (at least 24 semester hours) in fieldwork, which directly relates to CYS such as: early childhood/elementary/secondary/special education, child/youth development, psychology, youth program administration, or a closely related field.
OR
A combination of education and experience - courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.
In addition, all candidates must possess:
1. At least 24 months working in child and/or youth programs.
2. Experience in child and youth program administration.
3. The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
4. Ability to communicate effectively orally and in writing in English.
5. The physical ability to lift and carry up to 40 lbs, walk, bend, stoop and stand on a routine basis. Duties may involve working both indoors and outdoors.
Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Payment of Permanent Change of Station (PCS) costs is not authorized based on a determination that a PCS move is not in the Government's interest.
Allowances and Differentials
This job is part of a pay-banded system. Sunday premium pay for regularly scheduled employees and night differential pay may be authorized by the Garrison Commander.
Incentives and Bonuses
As an added employee incentive, the Department of Defense (DoD) granted approval to extend temporary limited commissary privileges (excluding the purchase of tobacco or alcohol products) to CYS employees. This temporary approval expires 31 December 2025.
