Summary
This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the Global Field Command, RN411 at Scott AFB, IL.
Duties
Plans, develops, and implements maintenance of networked systems.
Maintains situation awareness to evaluate network issues/changes and propose solutions.
Provides program management direction for telecommunications requirements.
Assesses new systems requirements, performance deficiencies, and interoperability.
Functions as a project/team lead; provides technical guidance and oversight.

This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
Overtime will be required as workload demands.
This is a mission essential position.
This is a drug testing position.
Qualifications
Basic Requirements: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.
Attention to Detail - Experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
Customer Service-Developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs
Oral Communication-Briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience
Problem Solving-Identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.
Qualifying Experience:
To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Managing of Multiprotocol Label Switching (MPLS) based Internet Protocol (IP) networks and identifying cyberspace vulnerabilities in a service provider or enterprise environment; in addition to IT related experience demonstrating Attention to Detail, Customer Service, Oral Communication, and Problem Solving as described in the vacancy announcement.
Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.
Under normal conditions, shift work or alternate schedule is not required. During time of crisis or to meet mission needs, shift work or alternate schedule may be needed.

There is no substitution of education for the qualifying experienceat the GG-13 grade level

This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.
If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.
This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.
A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
Telework availability will be based upon the mission requirements and supervisory determination
Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.

This position is covered under DoD Manual 8140 which will be subject to future Cyber Workforce requirements as defined by the Manual.
This position has been designated as "Mission Essential." Incumbent will be required to report to work or relocate to a new duty location, within the United States, in times of local/national emergency.
PPP Application Based Preference Eligibles (Military Reserve and National Guard technicians, Military Reserve and National Guard technicians receiving disability retirement, and Retained Grade employees) will receive priority consideration at the full performance level only.
Occasional TDY may be required. In accordance with Volume II of the Joint Travel Regulations (JTR), the incumbent may be required to travel by regularly scheduled commercial passenger or military aircraft in the performance of their assignments.
This is a Key Position. This position cannot be vacated during an emergency or mobilization without seriously impairing the capability of the organization to function effectively. In accordance with DoD Instruction 1200.07, Screening the Ready Reserve, the incumbent of a Key Position be removed from any Ready Reservist or military recall status.
Because this position is in the Cyber Excepted Service, Veterans' Preference will be applied to preference eligible candidates, as defined by Section 2108 of the Title 5 U.S.C. in accordance with the procedures provided in DoD Instruction 1400.25, Volume 3005, "CES Employment and Placement."
