This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and the Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires incumbent to obtain/maintain a valid state issued driverβs license.
Incumbent must undergo pre-employment physical exam and annual examination thereafter to ensure the continued, required level of physical health, ability, or fitness to perform the duties of the position.
This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
This position requires you to be able to obtain and maintain a Secret security clearance
Qualifications
About the Position: This position reviews and approves all construction materials incorporated into to the projects, serves as the Contracting Officer Representative (COR), completes Construction Statements of Work, and conducts daily Quality Assurance inspections of ongoing construction.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience One year of specialized experience which includes:
Review project plans and specifications prior to contract award;
Read and interpret engineering and architectural plans for accuracy;
Determine workload assignments by mission deadlines; and
Investigate construction and technical services at all stages to identify and report problems.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
You will be required to provide proof of U.S. Citizenship.
One year trial/probationary period may be required.
