Summary The primary purpose of this position is to support the execution of JWAC's contract actions to include requirement development, contracts in planning, pre-award, and post-award. You will guide, grow, and develop your team as acquisition and program manager professionals, while enhancing your professional development. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing program. The incumbent is subject to random testing for drug use. Position is subject to polygraph testing. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Air Force will be required to successfully pass the E-Verify employment verification check. Within 24 months of employment obtain DAWIA Program Management Practitioner Certification Confidential Financial Disclosure (OGE 450) This position has been designated as an acquisition position and is covered by the Acquisition Professional Development (APDP) Program Management Practitioner. Qualifications Only applicants who meet the area of consideration are eligible to apply for this job. To qualify for this position, you must meet the basic education and/or specialized experience requirements. Your resume must demonstrate at least one year of specialized experience at or equivalent to the DO-I/GS-11 grade level. Example: Specialized Experience is defined as work in the private or public sector performing duties in or related to the work of the position being filled. Examples of specialized experience include leadership experience, experience in pre- and post-award contracts, purchase orders, task orders, delivery orders, and process improvements. Knowledge, Skills, and Abilities The following will be used to help rate and rank eligible candidates: Knowledge of laws, principles, policies, and practices of large contracts, Indefinite-delivery Indefinite-quantity (IDIQ), Blanket purchase Agreements (BPA), simplified acquisition procedures, Research and Development (R&D) and Operation and Maintenance (O&M) funding, Other Transaction Agreements (OTAs), and program management (PM). Knowledge of acquisition strategy, planning, and execution. Knowledge of business, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, cooperate and/or influence the systems acquisition process and integrated life cycle management. Ability to establish, support, and maintain good relationships with colleagues and groups within the office as well as outside the immediate work unit. Ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, review, and manage a variety of acquisition functions and personnel in support of the process.
