Summary
This position is in the Safety Assurance and Risk Management Division, Office of Transit Safety & Oversight, Federal Transit Administration. As a program manager you will foster continuous improvement in transit safety through management of the Safety Risk Management program, manage the transit safety risk management portfolio, analyze safety data, and develop written products and presentations to inform leadership decision-making.
Duties
As a Program Manager (Safety Risk Management), you will:
Lead the FTA Safety Risk Management Program to prioritize transit safety topics through complex data analysis and safety risk assessments.Â
Identify, develop, implement, and monitor safety risk mitigations of significant public importance relating to transit safety.Â
Conduct data-driven transit safety analyses, using appropriate methodologies for the analysis and interpretation of transit safety data.
Manage interdisciplinary, interoffice, or interagency teams, programs, or complex projects, adjusting tasks and schedules, as needed, in response to changing priorities and management direction.Â
Prepare and deliver briefings, memos, presentations, and other written materials to internal and external audiences on complex issues relating to transit safety and provide expert opinion and recommendations to management
The ideal candidate for this position is a mid-level analyst with demonstrated capabilities in leadership and communication, and experience in risk management, project management, and developing written products and presentations.

SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
BACKGROUND INVESTIGATION:Â You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
DEU REQUIREMENTS:Â Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements.
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience leading risk management projects and reporting results to stakeholders.
Experience conducting data analysis for risk assessments and identifying, developing, implementing, and monitoring risk mitigations.
Experience leading inter-disciplinary, inter-office or inter-agency teams, programs, and/or projects.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):Â Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Leadership - Influence, motivate, and challenge others; adapt leadership styles to a variety of situations.
Risk Management – Knowledge of the principles, methods, and tools used for risk assessment and mitigation, including assessment of failures and their consequences.
Project Management – Apply principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance.
Problem Solving - Identify and analyze problems; weigh relevance and accuracy of information; generate and evaluate alternative solutions; make recommendations.
Oral Communication - Express information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); make clear and convincing oral presentations; listen to others, attend to nonverbal cues, and respond appropriately.
Written Communication – Write in a clear, concise, organized, and convincing manner for the intended audience.
