Summary About the Position: This position falls under the Defense Health Agency Tidewater Market at the Naval Medical Center Portsmouth, working in an office environment and serves as the Budget Officer for a local medical treatment facility under the Director for Resource Management (DRM). This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service. Duties Perform a wide variety of administrative and analytical duties related to program/budget planning with the formulation, justification, presentation, execution, and review for assigned appropriations Defense Health Program (DHP). Develop long-range budget concepts and procedures, funding policies and procedures and appropriate cost factors to be used in various financial considerations. Supervise assigned personnel. Develop broad plans and objectives which include the development of overall criteria upon which long-range plans can be based for the financing of administrative and clinical activities. Prepare and present budgetary briefings to the local medical treatment facility Comptroller/ORM and the Deputy Comptroller as required. Present the commands position and defends budget requirements to visiting dignitaries and budget examiners. Serve as technical authority on assigned budget appropriation matters. Represent the command at budget reviews and hearings at higher echelons, and at conferences and meetings on matters. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required. All applicants tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use prior to appointment. This position is subject to a pre-employment screening, and random drug testing, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident. This position may require the incumbent to complete a one-year supervisory probationary period. This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire). This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 3 within 2 years of appointment. Failure to obtain and maintain this certification within the required time may subject the incumbent to adverse action. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Interpreting and implementing financial/budgetary policy, 2) Compiling financial/budgetary information from research and analysis conducted to prepare reports, 3) Identifying and making recommendations to leadership for improvements in financial processes, 4) Formulation of budget estimates to support program plans, AND 5) Utilizing financial management systems to prepare various financial reports on budget obligations and expenditures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Education: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required.
