Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain DoD Personnel) P.L. 118-31, Sec 1250 B(i)(2), 12/22/2023 to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Under the US Corps of Engineers Division, Wilmington Operations District of Navigation Branch, Plant Section. Duties Performs crane operating duties in connection with the operation, maintenance, and repair of waterways and waterway structures. Skill in the use of clutches, levers, brakes, and accelerator to raise, lower, and swing the booms and loads. Inspect hoisting cables, oils and cleans hoisting gears sheaves and hoisting cable. Performs maintenance of crane and crane equipment. Operates crane with awareness of lifting capacity of crane operated at various boom lengths and angles, ability to estimate or obtain weights of the load to be lifted to ensure that the lifting capacity of the crane is not exceeded. Skilled in operating from hand signals and radio communications when loads are behind obstructions and not visible to the operator. Work on banks of channels and waterways securing cables, slings, and grapples around trees, logs, pilings, and other objects for lifting, loading aboard vessel, and off-loading in designated areas. Performs maintenance of crane and all crane equipment onboard. Inspects crane prior to use. Assists deck crew with deckhand responsibilities while vessel is underway. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. The employee responsible for their own transportation to and from their duty station. With limited exceptions, Crew Members are responsible for reporting to their duty station at the scheduled reporting time. Employee must be licensed by Corps of Engineers to operate motorboat of 26 feet or less within 6 months of appointment. Must maintain license to perform duties of position. This position requires the incumbent to obtain and maintain a valid State Driver's License. Tour of duty maybe 7 days on, 7 days off, 12 hours per day; 8 days on, 6 days off, 10 hours per day or 4 days on, 3days off, 10 hours per day, or 14 days on, 14 days off, 12 hours per day. Position requires a pre-employment and periodic physical examination and/or evaluation under the District Medical Surveillance Program. This position meets the criteria for random drug and alcohol testing under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218. Incumbent is required to sign a DA Form 7412. Employee must obtain and maintain a government passport within 6 months of employment. Employee Is required to know and comply with all applicable safety regulations and requirements to prevent undue wear and damage to equipment operated and avoid injury to self and to other personnel. Use of personal protective clothing or equipment. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Deck Equipment Operator (Leader) without more than normal supervision. Operate a floating crane, use and maintenance of hydraulic power units and marine construction. I am skilled in basic metal welding and watercraft maintenance and repair. - Failure to meet this Screen Out Element will result in an ineligible rating. SELECTIVE PLACEMENT FACTORS: (ALL MUST BE INCLUDED WITH YOUR APPLICATION PACKET TO BE CONSIDERED). - Must possess an Able Bodied Seaman's certificate issued by the U.S. Coast Guard. - Must hold and maintain a Crane Operators License for a 140-ton crane. - Must possess and maintain Standards of Training, Certification and Watchkeeping for Seafarers (STCW) from the US Coast Guard. - Must possess and maintain Transportation Worker Identification Credentials (TWIC). PHYSICAL DEMANDS: Incumbent must have color and depth perception and be able to see in low visibility conditions in order to navigate a vessel. Incumbent is required to exert moderate to heavy physical effort in order to accomplish loading and unloading of stores and other items such as handling construction tools and debris removal equipment. Physical exam required. WORKING CONDITIONS: Work is performed inside and outside, subjecting employee to abnormal temperatures. Hazards encountered are those received from moving machinery, breaking cables, bruises, cuts, burns, falls on slippery or tilting decks; going up and down stairs and ladders, strains in lifting, pulling and pushing, eye injuries from chipping paint and rust, is exposed to dust, fumes, heat and possible drowning by falling overboard or other accidents. Education This job does not have an education qualification requirement.
