Summary
This position is located within FRA’s Office of the Chief Financial Officer (RCFO) in Washington, D.C. The mission of the RCFO is to coordinate FRA’s budget, financial, and accounting activities.

CONDITIONS OF EMPLOYMENT:

- PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
- REMOTE WORK:Â This position is eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements, working conditions, and expectations for the position.
- PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
- TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
- DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
Qualifications
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.
To qualify for the GS-12, you must have at least one year of experience equal or equivalent to the GS-11, it must include:
- Experience in assisting with policy interpretations and functional recommendations on a system's overall structure, resolving problems in producing a system and integrating it with other related financial management systems.
- Experience in working with financial system users to identify report requirements, identify reports or develop reports that meet users and executives need for decision making.
- Experience coordinating financial system changes and problems, including the development of specific requirements and recommending modifications to a financial system.Â

To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
- Experience in policy interpretations and functional recommendations on the system's overall structure and resolves major problems that arise in producing a smooth running and effective system and integrating it with other related financial management systems.
- Experience in detailed reconciliation of accounting data from a major accounting system such as Delphi that interface with other accounting subsystems (e.g., Grant Solutions, PRISM, E2, G-Invoicing, etc.) and ensures that all interface systems update the accounting system appropriately.
- Experience in defining the nature and scope of activities covered by a financial system and ensure that all legislative, GAO, Treasury Department, OMB and requirements are satisfied.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
- Financial Systems - Knowledge of the standards, architecture, and specifications of automated financial systems, including source documents, system flows, system interfaces, and related internal controls.
- Technical Credibility-Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise.
- Communication- Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
A. Degree:Â Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")Â
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
