Summary

Duties
You will serve as the INDOPACOM South FMS Director in support of the PMW 740 International C4I program office within PEO C4I.
You will demonstrate knowledge and experience with policy and processes associated with all elements of Security Cooperation (SC).
You will be responsible for managing cost, schedule, and performance for assigned Security Cooperation (SC) cases focused on providing C4 capabilities to specified coalition partner nations in the INDOPACOM South AOR.
You will be responsible for providing leadership and direction to a broad and geographically dispersed team comprised of Echelon III Government, Federally FFRDC, and various contract support personnel spanning multiple disciplines.
You will be responsible for all aspects of Security Cooperation efforts supporting the delivery, modernization, and/or sustainment of C4 capabilities baselined for cases in the INDOPACOM South AOR.
You will be responsible for managing Foreign Military Sales (FMS) and Building Partner Capacity (BPC) cases from the Pre Letter of Request (LOR) phase to case completion.
You will be responsible for engaging a wide array of stakeholders at the flag and SES level.
You will brief high-ranking members of the Military and Civilian leadership of assigned coalition partner nations.
You will coordinate with representatives from INDOPACOM, Industry, and U.S. stakeholders to define capability requirements, develop Security Cooperation cases, and deliver integrated C4 capabilities that promote enhanced coalition interoperability
You will be responsible for effectively leading a number of disparate functional groups and developing a cohesive team capable of successfully handling complex problems.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Generally, current Federal employees applying to APS jobs must serve at least one year at the next lower grade level. All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume.
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
This position requires a Secret clearance with the ability to obtain and maintain up to TS/SCI.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with policy and process associated with all elements of Security Cooperation (SC) is required to perform these duties. This includes but is not limited to SC organization and stakeholders, Technology Transfer and Disclosure, Foreign Military Sales (FMS) policy and process, Building Partner Capacity (BPC) policy and process, Transportation (of products overseas), End Use Monitoring, Financial Policies & Procedures (governing FMS and BPC), International Education & Training, Security Assistance, Financial Management, Contracting, Contracts Management, Risk Management, and Schedule Management. Knowledge and experience in managing cost, schedule, and performance of complex C4 integration projects across multiple high-level stakeholders and cultures is a must.

This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.
The salary range shown above represents all of the positions within the pay band, including higher responsibility positions. Based on the responsibilities of this position (Tier 2), the total adjusted salary may be capped equivalent to GS 14 Step 10 (currently $184,929).
Certain incentives (such as Recruitment, Relocation) may be authorized to eligible selectees.
This position is eligible for ad-hoc/situational telework at the discretion of management.
This position is covered by the Department of Defense Priority Placement Program.
Several vacancies may be filled.
A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
