Summary This position is part of the Western Area Power Administration in the Rocky Mountain Region office located in Loveland, CO. **This is not a remote position. May be required to successfully complete a probationary period. Travel of up to 50% annually is required; with overnight travel possible during all or part of that time. Overtime may be required on short notice to include nights, holidays and weekends in support of related mission requirements. This position requires the ability to operate a Government vehicle. The incumbent must be at least 18 years of age, able to obtain and maintain Defensive Driver's certificate and have a valid state driver's license. Defense Driver's Training will be completed upon employment. This is a Bargaining Unit position May be required to complete a Confidential Financial Disclosure Report (OGE Form 450) The VRA eligibility only applies to applicants that are applying at the GS-09 and GS-11 level. Applicant selected may need to obtain the highest designation on the announcement. This is in reference to FLSA/Financial disclosure on the OF-8. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience for the GS-09: Applicants must have one year of specialized experience, equivalent to the next lower grade level GS-07 in the federal service, and must meet all 3 of the following experiences. Providing input to determine the most effective means of avoiding damage to environmental assets before implementing lands actions. Working with individuals and groups to develop realty proposals for approval and action. Presenting material in a clear and effective manner to professional work groups and others. Assisting with multiple projects simultaneously that may require extended periods of time between the start and completion of the project or task. OR B. Education: Have a Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education or a LL.B. or J.D., leading to such a degree from an accredited college or university, if related in business administration, public administration or policy, and land use planning. (NOTE: You must submit a copy of your transcripts as proof of any claimed education). OR C. Combination: Have some specialized experience as described in statement A, but less than one (1) year; and have more than one (1) year but less than two (2) years of graduate education as described in statement B. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your graduate education in excess of one full year (18 semester hours) as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify. You must submit a copy of your transcripts as proof of any claimed education. Specialized experience for the GS-11: Applicants must have one year of specialized experience, equivalent to the next lower grade level GS-09 in the federal service, and must meet all 3 of the following experiences: Analyzing results of environmentally oriented research data to determine the most effective means of avoiding damage to environmental asset assets before implementing lands actions. Obtaining individual and group cooperation to develop realty proposals for approval and action. Presenting material gathered from diverse sources and disciplines in a clear and effective manner to professional work groups and others. Managing multiple projects simultaneously that may require extended periods of time between the start and completion of the project or task. OR B. Education: Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related in business administration, public administration or policy, and land use planning. (NOTE: You must submit a copy of your transcripts as proof of any claimed education). OR C. Combination: Have an equivalent combination of specialized experience and education, as described above. To combine education and experience, first determine your education as a percentage of the education required for the grade level. (NOTE: Only units in excess of the first two years (36 semester hours or the Master's level) may be used to meet the educational requirement.) Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. (NOTE: You must submit a copy of your transcripts as proof of any claimed education). Specialized experience for the GS-12: Applicants must have one year of specialized experience, equivalent to the next lower grade level GS-11 in the federal service, and must meet all 3 of the following experiences. Resolving and/or evaluating issues which relate to lands and realty programs. Managing public land activities requiring close coordination between federal agencies, state and local governments, and/or public land user groups. Interpreting laws, regulations, and procedures concerning land cases. Interpreting National Environmental Policy Act (NEPA) laws for land and resource management programs. Communicating with other realty specialists, other Federal agencies, landowners and attorneys, title companies, local/state governments, and the public. DOE may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed. This position may be eligible for Remote (Restricted) work after serving 90 days in the position. If interested, the selected employee will work with their supervisor regarding their eligibility. Remote (Restricted) requests are approved on a case-by-case basis. Remote (Restricted) work requires an employee's Official Remote Worksite to be located within 50 (road) miles of an approved WAPA Office Worksite, as identified in the announcement. Under this arrangement, the employee is not required to report to a WAPA Office Worksite every pay period but will be required to do so with some regularity.
