Summary
About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
You may need to complete a 3 year probationary period, if applicable.
This position is with 7th Signal Command, 21st Signal Brigade, 114th Signal Battalion, located at Adams County, Pennsylvania.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance with Sensitive Compartmented Information (SCI) access for the duration of employment.
- This position is designated as Key. The position cannot be vacated during a national emergency or mobilization without seriously impairing the mission.
- Position is designated as an integral Personnel Reliability Program (PRP) position. See Below in Education for requirements.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by experience managing communication security material, protecting sensitive data and safeguarding keying material; collecting usage data to prepare reports for management; and assisting in conducting threat or vulnerability assessments to mitigate risks.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing work independently that rarely requires editing or review by others.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving simple and routine problems, questions, or complaints and providing support and guidance to customers on non-routine issues; serving as a primary resource for customers, requesting assistance with complex issues when necessary; and participating in meetings and providing advice to customers in own area of expertise.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: expressing facts and ideas in a clear, concise, convincing, and organized manner; clearly conveying moderately complex ideas, concepts, and information to customers; exhibiting active listening by demonstrating understanding of audience comments and/or questions.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: identifying and solving problems by gathering and applying information from a variety of materials or sources that provide several alternatives; recognizing and taking action to address non-routine problems; soliciting feedback from multiple stakeholders to understand an issue or problem and accurately assess its root causes and potential solutions; seeking supervisory review where appropriate.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.

***PERSONNEL RELIABILITY PROGRAM CONDITIONS OF EMPLOYMENT***
1. Prospective employee is required to sign a condition of employment statement (DA Form 7762-1) as a part of the application process
2. IAW DoD 5210.42-R and AR 50-5, Nuclear Personnel Reliability Program (PRP) requires the selection of only those personnel who are emotionally stable and physically capable and who have demonstrated reliability and professional competence. If prospective employee does not meet or maintain program standards, they will not be selected for or retained in the PRP.
3. Prospective employee must undergo initial evaluation of their reliability before being assigned to a nuclear PRP position.
4. If prospective employee meets any of the following mandatory disqualifying or decertifying criteria, they will not be selected for or retained in a nuclear PRP position:
a. Diagnosed with a mild, moderate, or sever alcohol use disorder, and does not successfully complete the prescribed treatment program, or fails to participate in a prescribed treatment program.
b. Ever been involved in the unauthorized trafficking, cultivation, processing, manufacturing, or sale of any controlled or illegal drug, including cannabis-based products.
c. Ever used a drug that could cause flashbacks.
d. Ever been previously diagnosed with severe substance use disorder (other than alcohol use disorder).
e. If there is a loss of confidence by the certifying official in the prospective employee's reliability, prospective employee will be decertified from the PRP.
f. If security clearance is revoked, prospective employee will be decertified from the PRP.
5. The certifying official will judge the prospective employee's reliability based on an initial interview, a Personnel Security Investigation (PSI), a personnel records review, a medical evaluation, a negative drug test, and the prospective employee's qualifications for the position. The CO will determine from the interview, including the suitability guidelines listed in AR 50-5, Appendix B, if the prospective employee is acceptable for further screening. Should the CO determine from the interview that the prospective employee is unsuitable for the PRP, the CO will terminate the PRP screening process, and the prospective employee will be disqualified from the assignment to nuclear PRP position.
6. Prospective employee must undergo continuing evaluation of their reliability if assigned to nuclear PRP position. This includes self-reporting, peer and supervisor observation and reporting, evaluation of medical treatment by a Competent Medical Authority, Periodic Reinvestigation, random drug testing, and CO observation and evaluation.
7. Prospective employee must provide all medical records (civilian and military) to unit Competent Medical Authority within 30 days of arrival to the unit and successfully recommended for enrollment into PRP within 90 days of arrival to the unit. Failure to satisfactorily meet and maintain the requirements of PRP will result in the incumbent no longer being qualified for the position and is grounds for termination.

- This position is subject to alert and operational recall and periodic work schedule changes to meet daily mission operational requirements. Incumbent is required to provide a reliable method of contact/communication (e.g., telephone/pager) and respond within 1 hour of notification receipt.
- This position is designated as IA-T Level I. The incumbent is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Instruction 8570.01-M, Information Assurance Workforce Improvement Program, and AR 380-40, Safeguarding and Controlling Communications Security Material within 12 months of appointment date.
- Incumbent is required to complete the appropriate training and obtain the required certification through a COMSEC Account Managers Course within 6 months of entrance into this position. This training includes Management Client Course and the Local COMSEC Management Software Course. Must be certified by the U.S. Army as COMSEC Account Manager within 12 months of appointment date.
- This position is designated "Mission Essential." In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations. Due to the essential nature of this position, the incumbent cannot be a Ready Reservist, National Guardsman, or Military Retiree with recall obligations
