Summary As a visual information (VI) specialist in the Office of Counterintelligence (OCI) the incumbent conceives, plans, designs, and creates VI products that are thematically appropriate, aesthetically arranged, and of high production value. Serves as OCI's subject matter expert on agency/DoD marketing and branding standards. Advises OCI on data visualization and messaging on internal and external communications. Manages OCI printing for finish intelligence products and external engagement materials. Position is a (DCIPS) position in the Excepted Service under U.S.C. 1601 Work Schedule: Full Time Overtime: Occasionally Tour of Duty: Flexible PCS (Permanent Change of Station): Not Authorized/Authorized Fair Labor Standards Act (FLSA): Non-Exempt/Exempt Financial Disclosure: Required/Not Required Telework Eligibility: Occasional situational telework eligible, but is not a full time telework position. The incumbent will be required to report to the office on a regular basis. If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement. The incumbent must maintain a Top Secret clearance with SCI eligibility. May require occasional temporary duty (TDY) travel. Qualifications This position has a Basic Requirement for the 1084: Undergraduate and Graduate Education: Major study -- commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. Or Specialized Experience (for positions above GS-5): Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Integrates graphic elements into finished products and presentations to add value to the products. Develops original graphic content, internal communications, and outreach products. Determines proper software applications for completing the graphic content, designs, and creates accurate data depiction for inclusion in products. Conceptualizes, plans, designs, creates, and produces layout of professional quality print publications. Coordinates for the hardcopy printing of annual publications, outreach brochures, and workplace posters. Creates and produces original artwork, graphics, videography, animation, and other visuals for use in products, policy handbooks, presentations, promotional materials, briefings, conferences, web sites, and other products; adapts and converts existing source materials to create screen content, layouts, animations, and interactivity Specifically you will be evaluated on the following competencies: Print and Web Design Development: Direct the development and production of web and print projects. Visual Information Development: Knowledge of Visual Information products and processes, such as computer generated visuals and output media. Develops and produces Visual Information projects. Website Development: Knowledge of web technology used to create new websites; including experience using systems such as HTML 5, CSS and Javascript. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Superior Academic Achievement does not apply to DCIPS positions.
