Summary
DCSA is seeking a credentialed Counterintelligence (CI) agent to serve as a CI Special Agent (CISA) in the Counterespionage Branch, Threat Directorate. In this role you will provide DCSA with CI expertise related to various defensive CI policies and activities focused on the Agency's internal CI program. This is an excellent opportunity for those who have completed a DoD recognized CI Special Agent credentialing course & have experience conducting full spectrum CI operations.
Duties
DCSA is seeking a credentialed Counterintelligence (CI) agent to serve as a CI Special Agent (CISA) in the Counterespionage Branch, Counterintelligence Directorate. In this role you will provide DCSA with CI expertise related to various defensive CI policies and activities focused on the Agency's internal CI program. This is an excellent opportunity for those who have completed a DoD recognized CI Special Agent credentialing course & have experience conducting full spectrum CI operations. In this role you will be responsible for the following:
- CI Functional Services (CIFS) in support to the DCSA Trusted Workforce
- CI Incident Assessments in accordance with appropriate DoD policy and federal law; consultation on and oversight of CIFS conducted throughout DCSA's CI Regions
- CI Awareness and Reporting training and protocol development
- CI support to Critical Technology Protection; advising on the development of CI policies, regulations, manuals, and standard operating procedures; and liaison with DoD and Other Government Organization's CI executors

Telework Eligibility: Supervisors may approve situational telework on a case-by-case, temporary basis for limited situations.
If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement.
Must have a DoD recognized CI Special Agent credentialing course certification on resume to qualify.
Certifications can be granted from the DoD CI Agent Course, CI Special Agent Course (U.S. Army), or Federal Law Enforcement Training Academy Criminal Investigation Training Program.
Certifications can be granted from U.S. Air Force Office of Special Investigations, Navy Naval Criminal Investigative Service addendum CI programs, or the Marine Corps MAGTF CI/HUMINT Basic Course.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes: Applying in-depth knowledge of Counterintelligence (CI) Covering Agent activities to include CI Awareness and Reporting, CI Threat Assessments, CI Debriefings, CI Incident Reporting, CI Investigations, or CI Incident Assessments. Coordinating CI activities with other government agencies or Military Department CI Organizations through formal written and oral communications and support to the development of CI policy, strategies, procedures, and doctrine within a CI Component.
Specifically you will be evaluated on the following competencies:
1. Collection Operations- Develops and demonstrates operational knowledge of capabilities and accesses of the collection disciplines, strengths and weaknesses of specific technical sensors/platforms, and human sources in area of responsibility. Executes collection using appropriate collection strategies and within the priorities established through the collection management process.
2. Customer Operations and Requirements- Applies knowledge of relevant customer organizations or operations (e.g., military, policy-makers, and law enforcement), including how to translate requirements to provide appropriate output or response to meet customer needs.
3. Self-Management- Sets well defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior.
4. Teamwork- Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals.
5. Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

VETERANS PREFERENCE/CURRENT OR FORMER FEDERAL
In accordance with DoD Instruction 1400.25, Volume 2005, veterans preference is not required to be applied when considering candidates with prior Federal competitive or excepted service who have completed a probationary or trial period and have not been separated for cause. Applicants selected from this announcement may be required to serve a two-year trial period.
