Summary
This position is assigned to the Non-Appropriated Fund (NAF) Fitness, Sports, and Deployed Forces Support Branch; Fleet Readiness; Commander, Navy Installations Command (CNIC); NAS Key West. This position serves as the Program Manager with oversight of the Aquatics Program for NAS Key West.
Duties
Aquatics (includes but not limited to):
Assists in planning, and implementing a comprehensive, aquatics program, for active and retired military, authorized civilians, contractors, and dependents at multiple facilities. Program includes recreation swim, lap swim, water safety instruction, aquatic events, etc.
Protects lives through aggressive prevention, preparedness, education, emergency medical, and rescue programs.
Ensures all applicable rules and regulations pertaining to swimming pools and waterfronts are posted and observed.
Performs water rescues and land rescues equal to the standard of training when an emergency is taking place (e.g. drowning, medical or trauma in the water, etc.).
Manages respiratory, cardiac and first aid emergencies to include performing cardiopulmonary resuscitation (CPR), bag-valve-mask (BVM) resuscitation, or automatic external defibrillation (AED).
Manages the use and maintenance of emergency equipment such as specialized kits and rescue bags, backboards, suction devices, splints, stretchers, and monitoring equipment.
Develops and oversees emergency medical and rescue training, public education and other related educational and functional duties.
Teaches various swimming skills and basic diving for all age groups. Prepares material for classes being taught. Ensures the safety of all patrons in the class.
Ensures all maintenance work, water chemical testing, pool vacuuming, filtration, and equipment are within the scope required by preventative medicine standards.
Serves as the subject matter expert on aquatics for the installation.
Program Management and Administration (includes but not limited to):
Plans and coordinates the details of recurring and non-recurring activities, special events and joint community undertakings within the assigned program(s) to make maximum use of resources, consistent with military mission and with the principles of Morale, Welfare and Recreation (MWR) program development.
Assists the Fitness Program Director in periodically updating the departmental strategic plan and reports.
Assists in projecting income derived from fees and charges. Monitors inventories, cost controls, patron counts and maintains related records and reports.
Seeks ways to directly connect departmental plans to current CNIC, MWR priorities including recruitment and retention.
Coordinates program efforts with other Fitness Division team members.
Works closely with other MWR departmental personnel in regard to scheduling, supervision, and facility guidelines.
Identifies installation and MWR target groups with whom special programs may be cosponsored.
Assists in developing and maintaining a comprehensive publicity and marketing plan to include public relation duties (e.g., preparing and distributing flyers, press releases, brochures, etc.).
Arranges for equipment, supplies and services needed to accomplish scheduled programs and makes recommendations for improvements.
Ensures programs, operations, and use of equipment are conducted within all prescribed sanitation, and health and safety regulations, standards, and guidelines.
Assists in implementing an effective written safety/risk management plan and procedures for emergency care for participants; schedules training/certification classes in First Aid/CPR training for appropriate personnel.
Conducts regular safety inspections of the facilities, and reports concerns to the immediate supervisor.
Prepares training manuals/material, operating manuals, and conducts staff meetings and training.
Schedules recreation facilities and supervises condition of facilities.
Provides clerical support, program registration, answers telephones, and maintains correspondence with other divisions or agencies; responds to public inquiries about the facility.
Assists with reservations, contracts, and access list for various fitness, sports, and aquatics facilities.
Supervisory duties comprise 25% of incumbent's time and include but are not limited to:
Directs work to be accomplished by staff.
Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.
Conducts annual performance reviews of staff.
Participates in section staffing decisions.
Ensures staff receives proper training to fulfill requirements of their positions.
Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.

Requirements
Conditions of employment
Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.
You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.
May be required to pass pre-employment examinations.
A valid State driver's license is required to operate motor vehicles.
Must have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
Selective Service Registration is required for males born after 12/31/1959.
Conditions of Employment: Must satisfactorily pass CYP background screenings prior to employment as well as a Childcare National Agency Check with Inquiries (CNACI).
Obtain YMCA Aquatic Facility Manager, National Pool/Spa Operator Certificate or equivalent within first year.
Obtain American Red Cross Instructor Trainer (LGIT) or American Red Cross Water Safety Instructor Trainer (WSIT) or equivalent within first year.
As of May 7, 2025, The REAL ID act requires visitors to have a REAL ID or passport to access to Government Facilities. This will be a requirement for employment.
Qualifications

Specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.
Specialized experience must demonstrate the following:
Knowledge of the goals, philosophy, principles, techniques, and methods of procedure used in organizing, planning, administrating and conducting Sports and Aquatics activities. Knowledge of the entire scope of activities and their suitability for individuals, groups, ages, and interests. Knowledge of the Navy recreation system and its mission.
Ability to coordinate a volunteer program with command, community and civic leaders, and to develop and raise local funds through various fund raising initiatives. Ability to solve problems that arise from managing large, diverse groups of people.
Ability to market the programs and motivate eligible patrons.
Ability to effectively manage the financial and physical resources of the Intramural sports and Aquatics programs and to utilize MWR Department resources effectively.
Per DoD MWR Fitness Standards (issued 21 July 2016), The Aquatics Program Manager is a supervisory position responsible for development and oversight of aquatics programming. While elements (a) through (c) are preferred, a combination of two of these elements may sufficiently qualify an individual to perform their duties as program director:a) A Master's Degree or equivalent graduate degree in Health, Fitness, Recreation, or related field or 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D., if related;b) instructor certification as a lifeguard, water safety instructor and International Life Saving Federation or Red Cross Waterfront (waterfront only) certification in accordance with MWR policy; andc) at least three years of experience in the industry. Incumbent must possess and maintain:
International Life Saving Federation or Red Cross Waterfront (Manages Waterfront Only)
CPR for the Professional Rescuer and Emergency Response through the American Red Cross or equivalent
The following certifications are preferred:
Lifeguard Instructor
Water Safety Instructor
Certified Pool Operator
American Red Cross Small Craft Safety Training
