Summary

Duties
You will directly supporting the technical products and processes of the Chief Engineer.
You will have a strong engineering background, and an understanding of the major transformational initiatives and challenges of Navy Surface Combatant Information Warfare (IW) units.
You will exercise accepted Systems Engineering principles in the form of technical assistance to and assessment of PEO C4I, PEO DES, PEO MLB, supported Direct Reporting Program Managers, third party IW programs/projects etc.
You will provide technical guidance and assistance to acquisition organizations, and domain-specific advice to Navy leadership to influence technical strategies, procedures, interests, and plans to implement key Information Warfare (IW).
You will ensure engineering and technical products are in conformance with applicable enterprise level technical policies, standards, requirements, and processes; and to promulgate lessons learned and best practices.
You will oversee, maintain, develop, and implement pertinent technical standards; to ensure C4I Systems integration and interoperability; to provide relevant systems engineering evaluation criteria.
You will ensure appropriate TWHs are engaged in applicable Technical Authority (TA) activities during technical reviews such as Independent Technical Risk Assessments/Platform Technical Review Boards/Engineering Technical Review Boards.
You will interface with the appropriate acquisition, programmatic, and operational authorities to ensure integration and interoperability across Navy afloat IW and C4I systems to support Navy and joint integration and interoperability goals.

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Generally, current federal employees applying for APS jobs must serve at least one year at the next lower grade level.
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band DP-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Influencing engineering and technical strategies, procedures, interests, and/or plans to implement key Information Warfare (IW) units; demonstrating capabilities and limitations, evaluate technical risks/issues, and/or recommend mitigation/resolution strategies.

Education
0801 - A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT) 1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) 2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
1550 - Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.
This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.
The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.
DP-04, TIER-2 SAN DIEGO, CA SALARY STATEMENT: If selected, your salary will be set according to the established control points of this position which is $143,677 - $186,785 (Base $107,446 - $139,684 plus 33.72% locality adjustment).
DP-04, TIER 2 IS CAPPED AT A GS-14, STEP 10.
This is a Cyberspace Workforce position, work role code ENGINEER/SCIENTIST/IT SPECIALIST (SYSANALYSIS), proficiency level basic the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
This position is eligible for ad-hoc/situational telework at the discretion of management.
This position is covered by the Department of Defense Priority Placement Program.
