Duties
WHAT IS THE TAXPAYER SERVICES DIVISION?

Vacancies will be filled in the following specialty areas:
Taxpayer Services, Submission Processing in Austin, Kansas City, and Ogden locations
TTERM APPOINTMENT NOT TO EXCEED 13 MONTHS, MAY BE EXTENDED UP TO 4 YEARS.
Season is from 6 to 8 months. Employees who work a seasonal work schedule are placed in non-pay status or recalled to duty as workload or budget dictates and in accordance with their seasonal employment agreement.
TERM appointments can be terminated at any time.
Employees may be eligible for conversion to permanent career or career-conditional appointments via internal vacancy announcements if the following are applicable:
Employee completed two years of current continuous service under a term appointment or any combination of term appointments in the competitive service at the time of conversion. AND
The permanent appointment may be made only to a position in the same line of work as the position for which the employee received a term appointment under competitive procedures. AND
The employee's performance under the term appointment must be rated at the fully successful level or higher.
This announcement can be closed at any time as bureau needs dictate.
The following are the duties of this position at the full working level.
Researches a variety of sources, analyzes, and initiates actions on tax issues obtaining applicable returns, schedules, and all required information for correction of accounts and records; verifies, analyzes and adjusts taxpayer accounts.
Secures payment of delinquent taxes and filing of delinquent returns. Determines financial, levy source, adjustment and uncollectible information; advises taxpayers of appeal procedures.
May serve as a technical advisor, OJT coach, classroom instructor, or reviewer, and provide technical assistance on systemic problems and inconsistencies in IRMs.
Performs other duties as assigned.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
You must meet the following requirements by the closing date of this announcement:
GENERAL EXPERIENCE GS-04: Applicants must have one of the following to qualify at this grade level: At least twelve (12 months) of general experience. General experience - Must demonstrate progressively responsible clerical, office, or other work that indicates ability to acquire the particular competencies needed to perform the duties of the position to be filled. This may be paid or non-paid experience.
OR
EDUCATION: Two (2) years of education above the high school level (education may have been obtained in an accredited junior college, college, university, business, secretarial or technical school).
OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience equivalent to one (1) year of general experience.
SPECIALIZED EXPERIENCE GS-05: Applicants must meet one of the following: At least one (1) year of specialized experience equivalent to the next lower grade level (GS-04) in the Federal government. Specialized experience is defined as progressively responsible clerical, office, or other work that indicates ability to acquire the particular competencies needed to perform the duties of this position. This may be paid or non-paid experience. Examples of qualifying experience include experience performing a variety of miscellaneous tasks involving researching and processing financial documents, reviewing information and determining corrective action on accounts, researching for missing/unclear accounting information and reviewing financial documents submitted for completeness.
OR
EDUCATION: You may substitute education for specialized experience as follows: A Bachelor's degree or four years of education above high school in any field of study from an accredited business, secretarial or technical school, junior college, college or university.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Have a combination of education and experience equivalent to one year of specialized experience. Post-high school education must be from an accredited business, secretarial or technical school, junior college, college or university.
SPECIALIZED EXPERIENCE GS-06: Applicants must have: At least one (1) year of specialized experience equivalent to the next lower grade level (GS-05) in the Federal government. Specialized experience is defined as progressively responsible clerical, office, or other work that demonstrates the ability to acquire the particular competencies needed to perform the duties of this position. Examples of qualifying experience include, experience dealing with the public analyzing tax or accounting issues. Experience resolving problems, adjusting accounts, and providing information on financial issues.

Tour of Duty: Day Shift - hours are between 6AM and 6PM; Swing Shift - hours are between 2PM and 1:30AM.
Post of Duty: Training may be conducted in a designated location other than the assigned POD located in the job offer until training is complete.

In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
