This National Guard position is for a PUBLIC AFFAIRS SPECIALIST, Position Description Number T5810900 & T5804100 and is part of the DE 166 Airlift Wing, National Guard.

Federal employment suitability as determined by a background investigation.

Must be able to obtain and maintain a Secret Security clearance within a reasonable amount of time as determined by the agency. Failure to maintain the required level of clearance may result in the withdrawal of a job offer or removal
Must meet the definition of specialized experience by the closing date of this advertisement.
This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
Must have 1 year experience equivalent to at least GS-7 to qualify at GS-1035-09.
Must have 1 year experience equivalent to at least GS-9 to qualify at GS-1035-11.
For positions requiring the operation of motor vehicles, candidates must have a valid state driverβs license for the state in which they live or are principally employed.
Mission Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
Qualifications
SPECIALIZED EXPERIENCE:
GS-1035-09 Public Affairs Specialists: Must have at least 1 year equivalent to at least GS-7 to qualify at GS-1035-09. Experience, education, or training involving knowledge of writing, communication principles, methods and techniques that relate to the public affairs of an agency. Experience in applying and adapting knowledge of strictly controlled situations of an agency. Experience writing articles on routine events of non-controversial subjects. Experience responding timely and appropriately to requests for information concerning agency programs and services. Experience participating in meetings with specialized groups to listen to and understand feedback on agency programs that are of particular interest to public.
GS-1035-11 Public Affairs Specialists: Must have at least 1 year equivalent to at least GS-9 to qualify at GS-1035-11. Experience, education, or training involving a thorough knowledge of writing and communication principles, methods and techniques that relate to public affairs of the military. Experience developing new information materials including news releases, fact sheets, brochures, booklets, broadcast spots, etc., that increase communication with the agency's audiences. Experience making on-the-spot presentations to audiences with opposing points of view or erroneous understanding of agency positions. Experience responding timely and appropriately to requests for information concerning agency programs and services.
Quality of Experience: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
Substitution of Education for Specialized Experience:Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
*Other Requirements- For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
Education
Combining Education and Experience or Qualifying with Higher Education:
GS-1035-09:
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
GS-1035-11:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
