Summary
This a National Guard Title 5 Excepted Service Position.
This position is an Indefinite GS-0081-08 FIRE PROTECTION SPECIALIST (TITLE 5), Position Description Number T5525000 and is part of the MO 131st Bomb Wing. This is a bargaining position.

Duties
Directs, plans, and organizes Fire Emergency Services activities.
Plans, organizes, and provides fire prevention training to ANG personnel at the installation.
Reviews new regulations or procedures and disseminates information assuring that such procedures are implemented.
Represents the Fire Protection program with a variety of unit and functional area organizations.
Establishes, develops, and maintains effective working relationships with other staff officials, and municipal fire departments.
Evaluates fire departments with which agreements exist to ensure their capability to provide firefighting assistance.
Participates in special projects and initiatives and performs special assignments.
Identifies the need for special projects and initiates milestones and goals.
Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses.
Determines appropriate recommendations for unresolved or questionable problems and performs follow-up.
Manages the Hazard Assessment Inspection Program, Public Fire Prevention and Education Program, Fire Protection Engineering, and Extinguisher Maintenance Program.
Implements internal controls, self-inspection, and audit compliance.
Coordinates with the Base Civil Engineer and other supervisors in the development and implementation of policies.
Prepares and executes inspection and training duties to ensure the organization meets the training requirements provided by the Department of the Air Force.
Develops recommendations for the Base Civil Engineer on the level and mixture of resources needed to ensure an effective and efficient program.
Develops and maintains a variety of documentation such as fire prevention inspection schedules and facilities jackets on assigned facilities.
Performs other duties as assigned.

Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
United States Citizenship is required.
Males born after 31 December 1959 must be registered for Selective Service.
Participation in direct deposit is mandatory.
Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
Federal employment suitability as determined by a background investigation.
Position is subject to the provisions of the DoD Priority Placement Program.
Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
Indefinite employment can be terminated with a 30 day notice.
In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.
Employee must participate in a mandatory physical fitness testing program.
This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment.
The employee is required to work a 72-hour week on a 24 hour on, 24 hour off basis which includes weekends and holidays. May be subject to recall.
This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
Position meets the experience in a primary law enforcement position, or equivalent experience outside the Federal government, is a mandatory requirement.
Qualifications
GS-08 SPECIALIZED EXPERIENCE: Must possess at least 18 months experience, education, or training in one or more of the following areas:
(1) Controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade.
(2) Rescue operations.
(3) Detection, reduction, or elimination of potential fire hazards.
(4) Operation of fire communications equipment.
(5) Controlling hazardous materials incidents.
(6) Developing, implementing, or providing training in fire protection and prevention
(7) Firefighting and fire prevention theory and techniques;
(8) Fixed and mobile firefighting equipment operation.
(9) Planning, directing, or carrying out fire protection and prevention programs and operations and/or
(10) Performing emergency medical services.
The incumbent of this position must be certified by the DoD Firefighter Certification system as Fire Officer III (includes Fire Officer I, II), Fire Instructor III (includes Fire Instructor I, II), Fire Inspector II (includes Fire Inspector I), HAZMAT Incident Commander (includes Hazmat Awareness, Hazmat Operations), Airport Fire Fighter (includes Firefighter I, II).
