Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 470th MI BDE at Fort Sam Houston, Texas. Two year trial/probationary period may be required. In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter. Temporary Duty travel (TDY) may be required 25% or less of the time to both CONUS and OCONUS locations. THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one (1) year of experience equivalent to at least the GG/GS-13 grade level in the Federal service which prepared you to do the work in this job. Specialized experience is defined as: Assisting in the formulation, planning, budgeting, execution of comprehensive financial programs; demonstrated proficiency of fiscal resource management systems, laws, regulations, and methodologies to ensure appropriate funds distributed support of a myriad of intelligence missions, operations, and training programs; providing assistance and technical guidance to Resource Management Office personnel for the accomplishment of goals and objectives; and, interpreting program management regulations and determining requirements all programs assigned. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-13). You will be evaluated on the basis of your level of competency in the following areas: Financial Management Analysis Financial Stewardship Organizational Awareness Partnering Program Management Additional information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management. Must be able to obtain and maintain a TS/SCI security clearance. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
