The primary purpose of this position is to serve as a senior Air Force program analyst and to provide Air Force military rated aviator expertise in developing and disseminating planning, programming, and budget policies and guidelines for certain major war, mobilization, and contingency operations plans.

Shift work and emergency overtime may be required

Rated military aviator experience meeting the definition in AFI 11-402 (Aviation and Parachutist Service, Aeronautical Ratings and Aviation Badges) and AFI 11-412 (Flying Operations-Aircrew Management) is required
The incumbent may be required to work overtime or an irregular-work schedule
This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206)
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in planning, programming, budgeting and execution system (PPBES), and Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions and Financial Plans; and methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers. Knowledge of agency program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS), and Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions and Financial Plans in support of major war, mobilization, and other contingency and operational plans; and methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers.
Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations, and the way the PPBS process supports them.
Knowledge of Air Force military rated aviator (e.g., pilot, navigator) expertise as it applies to assigned programs, and knowledge of weapons systems.
Ability to apply military rated aviator experience and expertise to assigned programs and/or weapons systems.
Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NH-04 equivalent to a GS-14 to GS-15.
