Summary This position is vital within the Office of Research and Development (ORD) and the facilities where research programs are conducted. This position is located at the VA Medical Center in San Antonio, TX. Duties ***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include but are not limited to the following. Budgetary Management and Financial Data Analysis - 50% The primary purpose of this position is to oversee all aspects of the Research Service fiscal program in conjunction with the AO and ACOS for Research! and to strategically plan, prepare, and carry out the fiscal program for Research Service, both immediate and long-range plans. This requires the ability to develop budgetary plans, projections, and reports, and to interpret information received from ORD, the individual VA Research programs, Fiscal Service, and other sources. Budget Analysis and Reporting - 25% Performs budget work for the R&D Service in support of one or more of the phases or systems involved in budget administration including the formulation, presentation, or execution of a budget. Contracting Officer Representative (COR) - 25% The position serves as an expert on VA regulations, rules, procedures, and practices for initiating, preparing, and monitoring procurement, and contractual agreements. Serve as a COR designee for the service and oversees areas of acquisition administration and contractor's performance, as it pertains to R&D. Qualifications To qualify for this position you must meet the following requirements. At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties this position. Specialized experience includes maintaining a budget and overseeing the budget functions such as tracking obligations and expenditures; analyzing and formulating annual budgets; monitoring control point expenditures; utilizing databases and information systems to compute and analyze data. OR Substitution of Education for Experience:. Successful completion of a Ph.D. or equivalent doctoral degree, three (3) full years of progressively higher-level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities to do the work of this position, such as a degree in business, finance or accounting, if related. Equivalent combinations of successfully completed progressively higher-level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
