Summary This position is part of the Cheyenne River Education Line Office, Bureau of Indian Education. A Supervisory Education Specialist is responsible for planning, developing, directing, conducting, administering, and coordinating academic and curriculum-based programs at a BIE School. This position requires a YEARLONG CONTRACT per Public Law 95-561 and will require contract renewal on an annual basis. This position IS NOT suitable for telework or remote consideration under any circumstances. Duties A Supervisory Education Specialist (Early Childhood/Special Education)- CE-1710, is responsible for planning, developing, directing, conducting, administering, and coordinating academic and curriculum-based programs at a Bureau of Indian Education School. May oversee all/specific academic programs (i.e., special education, STEM, gifted & talented, etc.) or student-supporting functions (i.e., dean of students, attendance, student discipline, etc.). Education Specialist is responsible for enhancing educational programs, developing curricula, and supporting teachers and students to improve learning outcomes. Typical work assignments may include the following: Design and implement instructional programs and curricula that meet educational standards and improve student learning experiences. Plans, organizes and conducts in-service training on an Agency-wide basis for academic personnel to provide them with a basic and extended understanding of current research, studies, trends in education, Regional directives and Agency policy in conducting the programs. Assists other specialists in conducting training in the fields of elementary and secondary curriculum and instruction including Supplemental projects. Cooperates with colleges, universities and other agencies in planning and conducting such training programs and, on a request basis, acts as a participant, leader or instructor in such programs. Responsible to promote activities for the general welfare, to enhance public relations with the community and public schools. Cooperate with other Bureau program personnel including Federal/State officials in administering their programs in the community. Conducts continuing evaluation and appraisal of personnel, programs and pupils using appropriate measurement instruments as well as empirical data as a basis or justifying educational programs and planning and measuring effective measuring effectiveness of current programs. Within the limits of the annual budget allocations for the school and combined special projects, is responsible for participating in the development, proposal writing, implementation and evaluation of programs and projects to take maximum advantage of supplementary funding. May administer student-focused programs and procedures to address attendance, student scheduling, extra-curricular activities, and discipline which may require attendance of student and/or department meetings. This may include identifying and resolving non-academic challenges impacting students' academic success. Assigns, supervises and directs the work of professional and non/para-professional employees which may include scheduling and coordinating work assignments, relaying changes in operational/regulatory policies, providing training opportunities, participate in the selection of employees, oversee performance management of staff, approving leave, and addressing disciplinary concerns. Requirements Conditions of employment U.S. Citizenship is required. Must possess and maintain valid Teaching or Education Specialist (or equivalent Administrative) licensure/certification in the State where the position is located. This position is EXEMPT from Fair Labor Standards Act. Probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. Probationary period is three full contract terms during which your fitness and continued employment will be evaluated. Initial appointments under Public Law 95-561 do not confer competitive nor career status. Incumbent will be required to file an annual financial disclosure statement (OGE-450). This is being advertised as a multi-level position and incumbent MAY NOT BE ADVANCED to the full performance level UNTIL THE NEXT CONTRACT RENEWAL AFTER MEETING ALL the requirements for the next higher pay level. Qualifications Basis of Rating: All applicants for this position will be rated based upon the documentation submitted. Applications may be further evaluated by subject matter expert. The judgment of qualifications will be based on the material submitted; therefore, it is to the applicant's advantage to give complete and thorough responses and to present information in a neat and orderly fashion. In order to qualify, you must meet the education, licensure, and experience requirements contained in the approved job category for P.L. 95-561 described below. Education Requirement: Master's degree with a minimum of 12 graduate semester hours in School Administration from accredited institution (or equivalent which may have completed six-year university administration program with degree from an accredited institution, degree must include minimum of 12 graduate semester hours in school administration) Experience Requirement: Per Job Category Standard #02, Qualifying Experience MUST BE IN school administration, teaching, counseling, or other professional education experience. Per 62 BIAM, Chapter 11 - Creditable Experience - must be gained after receiving the minimum required degree and in a position essentially identical to the approved professional job category, may be credited. Human Resources Office will consider paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Level 05: Must have two (2) years of experience must be in school administration, teaching, counseling, or other professional education experience Level 06: Must have three (3) years of experience must be in school administration, teaching, counseling, or other professional education experience. Maximum of two years teaching or counseling experience can be credited to qualify. Remainder of required creditable experience MUST be in administrative or other professional education experience related to the position AND must be one year of successful experience at 05 level of difficulty to qualify. Certification/Licensure Requirement: All professional educators must meet the certification standards for their position in the state where the position is location. Some agency/schools may require the incumbent to meet the regional accrediting association requirements. Must possess and maintain a valid State issued Assistant Principal (or equivalent Administrator) licensure or certification in the State where the position is located. Emergency and provisional certificates may be considered under the conditions that the State certification authority has issued those type of certificates. Applicants with valid State Certification in a State other than where the position is located may be considered. If selected, they will be issued a provisional contract to outline the requirement to obtain full appropriate Certification within two full contract terms.
