Summary This Maintenance Supervisor position in located at the VA Medical Center in Des Moines, IA and is assigned to the Engineering Service of the VA Central Iowa Health Care System. This position serves as the supervisor of the Electrical, Machine, Pipefitting, and Air Conditioning units in Engineering Service at VA Central Iowa Health Care System (VACIHCS) and is responsible for planning the normal daily, weekly, and monthly maintenance and repair and preventive maintenance work schedules. Duties Duties include but are not limited to the following. The Maintenance Supervisor is responsible for the planning, direction, control, coordination, operations, evaluation, schedules, and provides field technical advice and supervision of activities and staff responsibilities for the Environmental Mechanics Shop. Major duties include, but are not limited to: Responsible for spot checking work performance for quantity and quality; making periodic work performance evaluations on all workers assigned to the unit and preparing performance ratings ranging from less than fully successful to exceptional. Develops accurate position descriptions and position performance requirements for all employees in the unit. Schedules and approves leave for subordinates in the unit, monitors leave for abuse and takes corrective action when needed. Must have a good working knowledge of the trades involved. He/She must be able to interpret blueprints, plans, and specifications. Ensures appropriate inventory of equipment, material, and repair parts necessary to economically and effectively function as a maintenance unit and ensures the proper materials are ordered and delivered to work sites. Administers Lockout/Tag out program for area of responsibility ensuring it is kept up to date and audited annually. Qualifications To qualify for this position, you must meet the following requirements. SCREEN-OUT ELEMENT: You MUST have the ability to perform the duties of the Maintenance Supervisor without more than normal supervision. Experience includes the responsibility for prioritization of the normal workload and coordination with the supervisors of other trades such as; electrical, machine, pipefitting and air conditioning; determines how many assignments can be performed concurrently or which must be delayed, number and types of employees needed, and availability of materials and equipment. AND PHYSICAL EFFORT AND WORK CONDITIONS: Work progress, inspections, and supervision require regular and recurring physical exertion involving walking, standing, bending, climbing, etc. The incumbent must be able to climb and work from ladders. Management and administrative work are performed in a sedentary office environment. Must have good vision, with glasses or contacts acceptable. Must be capable of supervising and performing work that is performed outside in inclement weather or in areas that are very hot, cold or unventilated, such as catwalks, crawlspaces and mechanical rooms. May be exposed to the possibility of cuts, bruises, electrical shock, and other hazards normally encountered in facility maintenance, repairs and operation. Safety procedures must be followed, and appropriate protective safety gear and personal protective equipment must be worn, as required for the specific work area or task. Ensures all employees wear personal protective equipment as required by the situation. Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
