Summary
This a National Guard Title 5 Excepted Service Position.
This National Guard position is for a Permanent GS-1102-12 CONTRACT SPECIALIST (TITLE 5), Position Description Number T0047000 and is part of the MO United States Property and Fiscal Office. This is a non-bargaining unit position.
Requirements
Conditions of Employment
- Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
- Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
- Position is subject to the provisions of the DoD Priority Placement Program.
- In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- The incumbent must obtain and maintain secret security clearance.
- May be required to pass the Contracting Officer Review Board (CORB) and hold a warrant.
- United States Citizenship is required.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Males born after 31 December 1959 must be registered for Selective Service.
- Participation in direct deposit is mandatory.
- Per National Defense Authorization Act (NDAA) of fiscal year (FY) 2017, Veterans who are retiring from active duty have a 180 day waiting period before an appointment effective date can be established.
- Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
Qualifications
GS-12 SPECIALIZED EXPERIENCE: Must possess at least one year of contracting experience at the GS-11 grade level or equivalent that provided experience demonstrate the following:
- Performing acquisition planning including market research and knowledge of a wide variety of contracting methods that satisfy mission needs and meet customer requirements
- Advising Contracting Officer Representatives and advising customers on procurement preparation and development of contractually acceptable specifications, work statements, and quality assurance criteria
- Reviewing procurement requests to assure clarity, adequacy, and completeness
- Reviewing contract terms and technical specifications to identify any special requirements.

Education
BASIC REQUIREMENTS: Must possess a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degree.
When education is required or substituted for experience, you must submit copies of college transcripts with the application packet. Unofficial copies may be submitted for application purposes, but placement will not occur until official transcripts have been provided.

5-Point Veterans' Preference: You MUST submit a copy of your DD-214 which includes Character of Service (usually Member-4 copy). If you are currently active duty, you may submit written documentation (certification) from your branch of service certifying that you are expected to be discharged or released from active duty under honorable conditions no later than 120 days after the date the certification is signed. The certification should also include when your terminal leave will begin, your rank and dates of active-duty service.
Please note-the applicable DD 214 and/or VA Letter with an SF-15 must be uploaded to accurately determine your eligibility.
Selective Service Act:
