BLM is seeking a dynamic individual to serve as Deputy State Director, Division of Resources and Planning in the Montana/Dakotas State Office, Division of Resources and Planning, located in Billings, MT. Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one (1) year supervisory/managerial probationary period if one has not previously been completed. If selected for this position, you will be required to annually complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty. Qualifications You must meet all qualification requirements by the closing date of the announcement. Selective Placement Factor: The position requires special qualifications that have been determined to be essential to perform the duties and will be used as a screen-out element. Those who do not provide evidence in their resume that they possess the following selective factor will be rated not qualified: A demonstrated ability to plan, implement, and/or administer a natural resource program in a public lands environment. Specialized Experience: In addition to meeting the Selective Placement Factor, you must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience that demonstrates understanding of management principles, practices, methods, and techniques to manage and lead a variety of multiple natural resource and land use management programs. Experience in supervision, management, and leadership with planning, organizing, and assigning work to subordinates, budget systems, hiring practices, EEO, equity, diversity and inclusion principles, and other work and administrative matters. There is no substitution of education for specialized experience at this grade level. Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade level of the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: Work is primarily sedentary in nature with no special physical demands. However, the work may involve site visits which may involve driving to and moving about work sites. Work Environment: Work is performed in an office setting; however, the work involves overnight travel for training, meetings, conferences, and site visits. Work sites may include construction, laboratory, and industrial sites that may require the use of personal protective equipment and the observance of additional safety precautions. Education There is no substitution of education for specialized experience at this grade level.
