You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift. Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs. Qualifications GS-07: In addition to the Basic Education requirement, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of the engineering principles and theories acquired through completion of a four-year course of engineering study in an accredited college or university leading to a bachelor's degree. Experience applying knowledge of the principles and applications of engineering as applied to submarine systems and a general knowledge of engineering disciplines in electrical and structural nuclear powered submarine work. Experience applying knowledge of the methods, controls and requirements invoked to set system status and shift system operational and work controls. Experience completing a classroom LTE training program, practical operations and formal qualification process and designation by the Division Heads. GS-05: Applicants who meet the Basic Education Requirements for this position are fully qualified for the GS-05 grade level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education BASIC EDUCATION REQUIREMENT: (A) Successfully completed a bachelor's degree or higher in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f)nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR (B) A Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise. Additional Experience and Training Provisions for Graduates of Engineering Programs: Superior academic achievement at the baccalaureate level in an engineering program is qualifying for GS-7. Applicants with an engineering bachelor's degree who have appropriate experience as a technician equivalent to grade GS-5 or higher may have such experience credited for grade GS-7 only on a month-for-month basis up to a maximum of 12 months. Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering is qualifying at GS-7. There are no educational substitutions for basic requirements. Basic requirements are required for this position. However, the following are educational substitutions for specialized experience. GS-07: Successful completion of one year of graduate-level education OR Superior academic achievement GS-05: NO SUBSTITUTIONS NOTE: Education and experience may be combined for all grade levels for which both education and experience are acceptable, and must be directly related to the position. ***NOTE: College Transcripts from an accredited University MUST be submitted to show proof the applicant meets ALL education requirements e.g., Basic. ***A transcript must be submitted with your application to verify basic requirements.*** Additional information This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Work requires long hours standing and working shipboard, walking, bending, climbing vertical ladders and entering physically restrictive areas on a recurring basis. This position requires extended work hours with exceptional concentration shipboard to include overtime, weekend work, sea trials and guarantee work. The work is primarily on nuclear submarines but may include surface and deep submergence vessels at Portsmouth or other facilities. These vessels may contain certain potentially harmful physical and chemical agents. These agents may include, but are not limited to: fumes, dust, noise, heat, ionizing radiation, chemicals. To insure personnel safety and health, the Shipyard maintains personnel protection programs consistent with applicable laws and regulations. These programs may include engineering controls, training, work procedures, use of personnel protection equipment, medical exams and medical surveillance. The incumbent is responsible for following and enforcing all established safety rules and requirements including those pertinent to the work assignment. Ensure all applicable safety equipment is available for planned test evolutions under your cognizance. Take prompt and appropriate corrective action to abate requirements and guidance pertinent to the storage, use, and disposal of hazardous materials are fully understood and followed. Vacancies filled from this announcement may be filled at any grade level listed.
