Summary The Senate Sergeant at Arms is seeking a Risk and Threat Management Analyst. Late applications will not be accepted. Duties Reviews and reports on security risks, concerning communications, and potential threats that may impact the Senate community. Reports on security risks/concerns/persons of interest involving possible or actual threats to Senators, staff, the Capitol, and/or offices, and provides regular updates and applicable advice regarding these incidents. Establishes and maintains effective working relationships with local and federal law enforcement, public safety, and intelligence agencies; assists with the coordination of security initiatives. Implements outreach efforts, training, and security assistance to Senators, committees, and senior level Senate staff in relation to physical security, personal protection, and other matters as appropriate. Reviews publicly available information and conducts open-source research to identify trends, patterns, and relationships that provide insights into threat and security issues. Represents the SAA during major events involving the Senate through operational security planning, comprehensive action plan documentation, and on-site event presence. Operates as a representative in designated Command and Operations Centers, as needed. Other duties as assigned. Qualifications Required Work Experience Three to five years of experience in conducting intelligence and open-source analysis, threat management, or protective services within a law enforcement, military, or federal agency. Required Special Skills/ Knowledge As part of our hiring process, we may conduct a skills assessment to better understand an applicant’s proficiency in key areas relevant to the role.  Knowledge of protective intelligence, vulnerability assessment, and threat and security assessment processes. Knowledge of, or ability to learn, principles and current planning methods for continuity and business recovery operations, and emergency management. Ability to conduct open-source searches. Familiarity with commercially available open-source software. Ability to develop effective working relationships with Senate staff and local, state, and federal law enforcement and security agencies. Ability to exercise tact and discretion with others regarding sensitive and confidential issues. Ability to proficiently write executive summaries of threat and intelligence information. Ability to analyze difficult and complex issues and make recommendations for action. Ability to develop and implement both short- and long- range project plans. Ability to conduct research and prepare analyses and reports. Ability to communicate effectively. Desired Qualifications Knowledge of or experience in threat assessments and security of high profile or government officials. Experience working across organizations and/or within operations centers to achieve a common goal. Self-motivated with effective written and oral communication skills. Possess a strong attention to detail. Ability to use discretion and diplomatically handle challenging, stressful, and sensitive situations. Working Conditions Since this position requires onsite presence in support of the U.S. Senate when in session, this position requires the employee to be available and prepared to work during government shutdowns, in inclement weather, on holidays, and during late night, overnight, and weekend sessions. In the context of government furloughs, this position is considered excepted. This position directly supports essential services of the U.S. Senate. As such, this position requires the employee be available and prepared to work during government shutdowns, in inclement weather, on holidays, weekends, and during late nights to ensure essential services to the Senate continue without interruption. In the context of government furloughs, this position is considered excepted. Sedentary (carrying items less than 25 pounds). Security Clearance This position requires that the applicant obtain and maintain a TS/SCI U.S. Government security clearance. Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance. Education Bachelor’s Degree.
