Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STEM positions to recruit and appoint qualified candidates to positions in the competitive service.

This position requires incumbent to be willing and able to travel up to 10% of the time away from their permanent duty station.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirements for Data Scientist:
1). A bachelor's degree (or higher degree) in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. (Note: You must attach a copy of your transcripts.)
OR
2) A combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown above, plus additional education or appropriate experience. (Note: You must attach a copy of your transcripts.)
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Use artificial intelligence (AI) techniques and methodologies such as machine learning, predictive analysis, prescriptive analysis and optimization, and other emerging analytical techniques; 2) assess and extract information from historical datasets; creates appropriate statistical, algorithmic, mining, forecasting, predictive, and visualization techniques; 3) advise on civil works policy as well as data and technology initiatives supporting the delivery of civil works programming; and 4) interpret and apply data information of advance Artificial Intelligence (AI), machine learning (ML), and data management efforts to ensure compliance with the Department of Defense (DOD) and Army regulations and policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
