Summary This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for Managing partner country portfolios and international organizations to facilitate defense article and service exports; developing and executing Security Cooperation policies and procedures; applying End Use Monitoring (EUM) principles to FMS programs; conducting in-country inspections and analyzing foreign partners' activities regarding U.S. defense procurements. Duties As a PROGRAM MANAGER (EUM) at the GS-0340-14 some of your typical work assignments may include: Serves as an End Use Monitoring (EUM) Program Manager for DoD's Golden Sentry program. Develops, monitors and distributes assigned Partner Nation EUM policies and procedures required to ensure Security Cooperation programs operate in an effective and responsive manner. Program manager for assigned portfolio of partner countries and international organizations within one or more Geographic Combatant Commands (GCCs), and works daily with the U.S. Security Cooperation Offices (SCOs) associated with those countries and organizations to ensure defense articles and services exported via Foreign Military Sales (FMS), Foreign Military Financing (FMF) and Building Partner Capacity (BPC) programs comply with EUM requirements. Subject matter expert and advisor, providing critical assistance on major EUM issues to senior managers and key DSCA, DoD and other Federal personnel decision makers. Conducts audits and inspects the accountability of defense articles in partner countries assigned to area of responsibility required by law. The employee may be required to work other than normal hours, which may include evening, weekends, and/or holidays and/or overtime. Work may require travel away from the normal duty station on military or commercial aircraft. Qualifications You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Overseeing portfolios of assigned partner countries and international organizations to ensure that defense articles and services are exported; Developing, implementing, managing, and executing Security Cooperation policies, processes, and procedures; Understanding of application of End Use Monitoring (EUM) monitoring principles to Foreign Military Sales (FMS) programs; Conducting in-country inspections and performing comprehensive analysis of a given foreign partner's activities on defense articles and services procured from the United States. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Additional information Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384, and Security Cooperation Certification Program 2.0 requirements. Requirements for Proficiency Level 3 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Expert level certification requirements within two years of entering the SC position. In addition, 80 hours of continuing education (CUE) every two years.
