• The AREA OF CONSIDERATION for this vacancy announcement is U.S. Citizens and Non-U.S. Nationals who have resided in the U.S. or U.S. Territory for three (3) or more continuous years immediately preceding the start of Federal affiliation and reside within the Local Commuting Area (defined as 50-mile radius) of Devens, MA.
  
  Spouse Employment Preference (SEP) and Involuntarily Separated Military Preference (ISMP) are included in this area of consideration.

• A nonforeign area allowance or differential is not granted to employees in payband levels NF-1 and NF-2 since their rates already are based on the prevailing rate.
