This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R This position has a Temporary Duty (TDY) or business travel requirement of 5 % of the time. Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Performing work in the areas of civil, utilities, structural, mechanical, and/or electrical construction. 2) Meeting with customers on site to validate construction needs. 3) Performing quantity take offs to place orders for materials. 4) Validating that work performed and products provided are in compliance with contract documents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). OR Education: Four year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; OR (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-08 Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. This is a(n) Engineers and Scientist (Resources and Construction) Career Field position. Multiple positions may be filled from this announcement. This position may offer a recruitment bonus to individuals who are newly appointed as civilians in the Federal Government. You are considered newly appointed if this is your first appointment as a civilian employee in the Federal Government or if you have a minimum of a 90-day break in service from a previous Federal civilian position. You may qualify with a break in service of less than 90 days only if your previous Federal civilian appointment was a time-limited or non-permanent appointment. You will be required to sign a service agreement prior to your entry on duty. This position may offer a relocation incentive to applicants if they are a current Federal government employee who is relocating from more than 50 miles from Fort McCoy. You will be required to sign a service agreement prior to your entry on duty. This position may offer the Student Loan Repayment program (SLRP). Participants must sign a service agreement prior to your entry on duty and maintain an acceptable level of performance to remain eligible for this program. Salary negotiations for candidates new to Federal service may be authorized.
