Summary
This position is located within the Department of Homeland Security, Immigration and Customs Enforcement, Enforcement and Removal Operations, ICE Health Service Corps (IHSC), Division of Clinical Services. The incumbent will report directly to the IHSC MAST Regional Director in the Clinical Services Support Unit. This is a non-supervisory position.
This position is only open to USPHS officers and Call to Active Duty (CAD) candidates.

Qualifications
Work Schedule: Clinical positions may be required to work various shifts, or combinations of shifts, that may include 8 hour, 10 hour or 12 hour shifts; evenings, weekends and holidays also be required.
On-Call Duties: This clinical position may be required to perform on-call duties within the unit to which it is assigned during off shift hours, to in include evenings, nights, weekends and/or holidays.
Emergency Response: This clinical position may be required to respond to emergencies at the local facility to which it is assigned during off shift hours, to include evenings, nights, weekends and/or holidays.
Telework: This position may not support telework and will be authorized on a case-by-case basis by the hiring manager.
Remote work: This position may support remote work and will be authorized on a case-by-case basis by the hiring manager.

PHYSICAL DEMANDS:
- Requires physical exertion such as lifting objects greater than 30 pounds.
- Required to perform CPR/emergency care standing or kneeling.
- Must have the ability to assist sick, injured or aging detainees or staff exiting the building (may require lifting, dragging, wheeling, or carrying someone who weighs significantly more than self).
- The work may necessitate some physical characteristics that will be required when responding to an emergency, such as running a short distance, prolonged standing and working in an austere environment.
- Travel at least 50% of the time.
Education
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Minimum of four years of full-time clinical experience as a physician assistant or nurse practitioner.
- Qualifying degree for the officer's category from an accredited institution in a State, the District of Columbia, or a U.S. territory. The degree issuing institution and/or program must be accredited by an entity recognized by the U.S. Department of Education.
- Physician Assistant minimum: Bachelor of Science. Master's degree preferred.
- Nurse Practitioner minimum: Master of Nursing
- Unrestricted, current, and valid license from any U.S. state, the District of Columbia, Puerto Rico, or other U.S. territory. It is the responsibility of the incumbent to fulfill and maintain the obligation(s) for their licensing or certifying body and to maintain continuing medical education.
- National Certification:
- Physician Assistant - Must have and maintain certification as a Physician Assistant from the National Commission on Certification of Physician Assistants (NCCPA).
- Nurse Practitioner - Must have and maintain board certification as Family Nurse Practitioner, Adult Nurse Practitioner, or Adult-gerontology by the American Nurse Credentialing Center (AANC) or American Academy of Nurse Practitioners (AANP).
- Must have and maintain CPR/BLS certification.
- Must have and maintain clinical practice proficiency and credentials for patient care.
- Flexibility and ability to adapt to sudden changes in schedules and work requirements.
- Knowledge of a wide range of complex patient care concepts, principles, and practices to perform assessments of considerable diversity to include mental health, medical surgical, ambulatory, and emergency care.
- Correctional health care experience.
- Certification as Correctional Healthcare Professional (CCHP).
- Knowledge and/or experience with IHSC policies, NCCHC, and PBNDS requirements.
- Knowledge of public health preparedness, infection control and TB management.
- ACLS certification.
Additional information
This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Division of Clinical Services. The incumbent will report directly to the IHSC Medical Asset Support Team (MAST) Regional Director in the Clinical Services Support Unit. This is a non-supervisory position.
The Medical Services Unit ensures the provision of quality medical, dental, and pharmacy services to non-citizens in ICE custody. The deputy medical director oversees credentialing and privileging of all licensed independent providers practicing at IHSC-staffed facilities. The deputy medical director serves as chair of the Medical Executive Committee; provides guidance to IHSC clinical providers to adjudicate challenging cases; and provides clinical subject matter expertise and support to ICE leadership. The chief advanced practice provider (APP) leads, mentors, and supervises all IHSC APP care practices. The chief APP consults on issues related to APP training, peer review, competencies, scope of practice, clinical guidelines, recruitment and retention, and awards. The incumbent serves as the Senior Physician Assistant or Nurse Practitioner, Medical Asset Support Team (MAST), for the IHSC Clinical Services Division (CSD). The incumbent primary provides direct patient care to non-citizens as directed by IHSC leadership. Also, the incumbent oversees assigned APP projects within unit to improve clinical care within IHSC.
IHSC has a multi-sector, multidisciplinary workforce of more than 1100 employees, including U.S. Public Health Service (PHS) Commissioned Corps officers, federal civil servants, and contract staff. The IHSC provides on-site direct patient care to ICE detainees at 21 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 240 additional Intergovernmental Service Agreement (IGSA) facilities. The ICE detainee population is approximately 34,000 detainees daily, with an average length of stay of approximately 30 days, and over 400,000 detainees annually. IHSC also provides medical support during ICE enforcement operations in the air, on the ground, and at sea.
MEMORANDUM OF AGREEMENT
U.S. Public Service Commissioned Corps officers are detailed to Department of Homeland Security as described in a Memorandum of Agreement.
SUPERVISORY CONTROLS
The incumbent is supervised by the IHSC Medical Asset Support Team (MAST) Regional Director in the Clinical Services Support Unit with clinical oversight provided by the Clinical Director or designee when performing clinical duties at a TDY site.
Functions independently as a consultant and carries out assigned duties as directed by the IHSC Medical Asset Support Team (MAST) Regional Director in the Clinical Services Support Unit or the facility CD. Immediate and direct clinical supervision may not be on site. Completed work is reviewed by peer review mechanisms for satisfactory result and professional judgement. Guidelines are available but not completely applicable to all work situations. The officer must use individual initiative in interpreting and adapting guidelines to unusual work situations.
