THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a Budget Analyst, Position Description Number D2232000 and is part of the Deputy Chief of Staff for Operations (DCSOPS) of the Vermont Army National Guard.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Vermont Army National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Military Grades: E-4/SPC through E-8/MSG

OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3, 4
Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.
Area II: All Members of the Vermont Army National Guard
Area III: Currently assigned service members in other branches of the military outside of the VTNG, to include those assigned to Active Duty, Reserve or other state's National Guard
Area IV: All individuals able to and willing to become members of the Vermont National Guard including prior service not currently assigned to a military component and non-prior service US civilians.

GENERAL EXPERIENCE: To meet basic entry qualification requirements, evaluate applicants for experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing. Ability to plan and organize work. Competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment

SPECIALIZED EXPERIENCE: Must have 1 year equivalent specialized experience equivilent to at least the next lower grade level before being eligible for the next grade level. Must have fundamental working experiences with validated understanding of the basic principles and concepts of the budget analysis occupational series and grade.

1-year specialized experience, education, or training equivalent to at least the next lower grade level. Must have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures. Candidate must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures.

Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed for Dual Status Technician positions. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

  1. Skilled in collecting and analyzing data effectively, efficiently, and accurately;
  2. Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
  3. Ability to write English in reports and presentation formats;
  4. Ability to communicate clearly and effectively;
  5. Skilled in presenting formal training presentations and briefings
  6. Skilled in applying procedures and directives by reading and interpreting program material.
  7. Skill and knowledge in planning, programming, budgeting, and executing regulations (DOD, DA, NGB, State, local, other Federal), guidelines and processes.
  8. Knowledge and skill to apply analytical skills in the identification, analysis, and evaluation of budgetary problems for the development of alternative solutions, involving resolution of conflicting goals and objectives (e.g., increased workload coupled with decreased funding), in order to administer programs efficiently and effectively and to develop recommendations for improvement.
  9. Knowledge of the goals, objectives, workforce composition, work methods and functions of G-3 operations and programs sufficient to enable the incumbent to determine whether requests for funds and expenditures are proper, necessary and timely.
  10. Thorough knowledge of the format and composition of financial documentation to support all budget processes.
  11. Comprehensive and detailed knowledge and skill in budgeting and program methods and procedures to execute multiple budgets for the state.
  12. Comprehensive knowledge and skill in identification, analysis and resolution of a range of budgetary problems and uncertainty due to short and rapidly changing program and budgetary deadlines and objectives such as: the development of alternative methods of funding; formulation of budget changes due to legislative, DA, NGB, fiscal policy changes and for programs in which objectives, work processes, staffing needs (man days) and funding requirements have changed to the extent that re­budgeting is required; and development and administration of budget execution (annual work) plans for OPTEMPO and operations which necessitate reprogramming throughout the year.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Army National Guard Enlisted GS-09 through GS-12 Positions:
Must have a high school diploma or general education development (GED) diploma. An under- graduate degree from an accredited college/university is optimum.

To qualify for the GS-0560-11 position, the candidate must be eligible for entry into the position's financial management certification career program based on the position's GS-grade and/or the candidate's military rank before final approval and appointment is processed. A candidate must have finance budget experiences and competencies that provided knowledge of financial principles and procedures. Candidate must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. As a condition of continued employment in the GS-0560-11 position and dependent on the position's certification level and contingent on the employee's military rank, the employee must complete the higher financial management certification within 24 months of appointment to the position.

Substitution of Education for Specialized Experience: To qualify for GS-0560 dual status technician positions on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Technician applicants, who completed the Army or the Air Force Financial Technical School course and were awarded the applicable and compatible military skills, are considered minimally qualified for the GS-07 or GS-09 entry-level position.

Financial Management Certification Level Two: The position's level of work requires the application of comprehensive financial management knowledge and technical proficiency combined with a broad knowledge of professional concepts, policies, and principles. Work also involves expanding skills, knowledge, and leadership abilities of high-potential personnel.

  • This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
  • Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Incumbent will be required to complete training in fiscal disciplines; Fiscal Law, Resource Management Information Course (RMIC), Contracting Officer Representative (COR), Budget Analyst Course, General Fund Enterprise Business System (GFEBS), Department of the Army Mobilization Processing System (DAMPS), Integrated Personnel and Pay System - Army (IPPS-A), Mission Analysis Readiness Resource Synchronization-NIPR (MARRS-N) and Defense Travel System (DTS).
  • Appointed as an approving authority for release and expenditure of logistics funds and a member of the Program Budget Advisory Committee (PBAC).
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
