- Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))

- This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. - Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

To qualify for this position, you must meet the qualification requirements outlined below:
EDUCATION/SPECIALIZED EXPERIENCE GS-09: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Knowledge of the various external/internal concepts, practices, regulations and policies, and others associated with building management functions (i.e., landscape maintenance, food services, recycling/shredding, custodial, Operations & Maintenance, etc.) in order to provide technical advice on services problems, issues, and contracts. For example, some of these regulations and policies, include: Executive Orders on energy and recycling, State and local pesticide/herbicide regulations, FDA and local health department regulations (e.g., Code of Federal Regulations), OSHA (Occupational Safety and Health Act), Facilities Property Management Regulations and procurement regulations to ensure actions, advice and guidance complies with established rules and laws; Analytical and evaluative techniques, both qualitative and quantitative, sufficient to identify, evaluate, and modify work methods; Experience working with contract administration to be able to inspect and identify problem areas/trends and recommend modifications to ensure contract conditions are met; Knowledge of various automated systems and software programs in order to research, generate/issue reports, and other documents. Some examples of these systems and programs are: Centralized employee problem help desk or reporting center, automated financial system (i.e., Procurement for Public Sector), Computerized Maintenance Management/Information Systems, and lawn irrigation systems. Knowledge of oral and written techniques in order to prepare reports/documents/technical contract specifications, identify and resolve problems and to communicate effectively with employees, union officials, Contracting Officers, contractors, and others both within and outside the organization.
OR EDUCATION: A master's or equivalent graduate degree in a related field of study at an accredited college or university.
OR Two (2) full years of progressively higher-level graduate education leading a master's degree in a related field of study. One (1) year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
OR L.L.B. or J.D., if related.
OR COMBINATION OF EDUCATION AND EXPERIENCE: At least one (1) year of combined graduate education and experience equivalent to that described above.

Specialized experience for this position includes: Demonstrated knowledge of the practices, regulations, policies, and precedents external/internal, and others associated with building management functions (i.e., landscape maintenance, food services, recycling/shredding, custodial, Operations & Maintenance, etc.) in order to provide technical advice on service problems, issues, and contracts. Some examples of such regulations and policies, include: Executive Orders on energy and recycling, State and local pesticide/herbicide regulations, FDA and local health department regulations, CFR (Code of Federal Regulations), OSHA (Occupational Safety and Health Act), and Facilities Property Management Regulations and procurement regulations, to ensure actions, advice and guidance complies with established rules and laws; Analytical and evaluative and techniques, both qualitative and quantitative, sufficient to identify, evaluate, and modify work methods; Experience working with contract administration sufficient to inspect and identify problem areas/trends, recommend modifications and/or adjustments to ensure contract conditions are met; Knowledge of various automated systems and software programs in order to research and obtain up-to-date information, track work assignments, and to generate/issue reports. Examples of these systems and programs are centralized employee problem help desk or reporting center (e.g., OSGetServices/IRWorks), automated financial system (e.g., Procurement for Public Sector), Computerized Maintenance Management/Information System, and lawn irrigation systems, etc. Knowledge of oral and written techniques in order to prepare reports/documents/technical contract specifications, identify and resolve problems and to communicate effectively with employees, union officials, Contracting Officers, contractors, and others both within and outside the organization.
OR EDUCATION: A Ph.D. or equivalent doctoral degree.
OR Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.
OR An LL.M., if related.
OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of qualifying graduate education and experience equivalent to the amount required.

Additional Duties Information:
Contracting Officer's Technical Representative (COTR): Acts as COTR on one or more contracts. COTR duties will vary depending on the size, cost, and criticality of these contracts. Closely follows Procurement-initiated COTR guidelines on working with contractors. Obtains and maintains COTR certification by completing courses timely. Maintains professional relationship with contractors. Initiates funding requests, writes the technical contract Statement of Work and Quality Assurance Surveillance Plan (QASP), prepares the Government Cost Estimate, works closely with the Contracting Officer throughout the solicitation process, develops and monitors timelines/milestones, participates on contract technical proposal evaluation panels and prepares supporting documentation for decisions reached, and coordinates the phase in and closeout of contracts. On an on-going basis: initiates monthly automated receiving reports; budgets for and tracks available funding; monitors contractor performance; reviews and accepts/rejects contractor reports; makes personal inspections of services provided and building conditions; ensures contract employees have proper licenses and certifications; and meets with various contractors and Contracting Officers to resolve problems. Prepares and maintains contract documentation. Provides formal presentations to management as needed or requested. Assist the Contracting Officer in any formal disputes with the contractor. Incumbent also performs additional duties in carrying out the critical responsibilities.

- This is a bargaining unit (BU) position.
- Tour of Duty: Monday - Friday, Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m.
- Alternative work schedule, staggered work hours or telework may be available.
- In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
- Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status.
