Civil Engineer (P.E.) - Project Manager / Project Engineer
Employment Type: Full-time, W2 Position, Direct Hire
Reports to: Regional Director, Principal PE
Location: Jacksonville, FL (near downtown / San Marco area)
*Four Day Work Week* = Monday-Thursday
Salary: $120,000-150,000 (based on qualifications / experience)
COMPANY & POSITION OVERVIEW
Our client is a trusted civil engineering and consulting firm with multiple offices in Florida and a diverse portfolio spanning municipal infrastructure, land development, transportation, environmental, and surveying projects across the Southeast.
The Jacksonville / NE FL office is growing and looking to add an experienced civil engineering professional (P.E. required) to their team. The ideal candidate will have expertise in Land Development projects and related underground utility infrastructure (specifically stormwater design and permitting).
The Project Manager / Project Engineer will play a lead role in the planning, design, and management of civil infrastructure projects—from concept through construction—while mentoring staff and contributing to business development efforts.
The ideal candidate is technically strong, self-motivated, and capable of balancing both engineering design responsibilities and client-facing leadership in a collaborative, team-oriented environment.
Key Responsibilities
Design & Project Execution
• Lead and manage design and engineering services for site development, grading, drainage, and stormwater systems for both public and private projects.
• Prepare and review construction drawings, specifications, cost estimates, and technical reports.
• Utilize industry-relevant technology including AutoCAD Civil 3D, ICPR, StormCAD, PondPack, or similar tools.
• Oversee and coordinate work performed by internal team members and sub-consultants.
• Ensure compliance with FDEP, SJRWMD/SRWMD, FDOT, and municipal permitting requirements.
Project Management
• Plan, organize, and manage multiple concurrent projects through all phases—design, permitting, bidding, and construction administration.
• Develop and monitor budgets, schedules, and project milestones to ensure timely and accurate delivery.
• Conduct pre-construction and project status meetings, resolve design or field issues, and maintain QA/QC standards.
• Prepare project status reports and recommend corrective actions where necessary.
• Review and approve project invoices and payment applications.
Leadership & Business Development
• Mentor and train junior engineers, E.I.T.s, and/or technical staff; support their professional growth and P.E. preparation.
• Participate in marketing and proposal development, client presentations, and relationship management with existing and prospective clients.
• Engage actively in local technical societies and professional organizations to maintain industry visibility and connections.
Qualifications
• Education: Bachelor’s degree in Civil Engineering or similar/equivalent (required)
• Licensure: Active Florida Professional Engineer (P.E.) license, or ability to obtain
Required Experience
• 3–10+ years of progressive civil engineering experience in land development, underground utility infrastructure (storm, water, sewer), and site design.
• Proficiency with AutoCAD Civil 3D and hydrologic/hydraulic modeling software.
• Proficiency with Microsoft Office products (Outlook, Excel, Word, Teams, etc.)
• Experience leading projects, coordinating teams, and managing sub-consultants.
• Demonstrated ability to interface directly with clients, contractors, and regulatory agencies.
Preferred Skills & Attributes
• Excellent project management and organizational skills.
• Strong written and verbal communication, including technical report writing and presentation delivery.
• Familiarity with permitting processes through FDEP, FDOT, and Water Management Districts.

• FOUR DAY WORK WEEK (Monday–Thursday 7:30-6:30). Some flexibility as needed.
