Mid-Level (6 to 12 years experience)

Overview and Deliverables: Mid-level Configuration Management Engineers provide support and execution of configuration control, as well as support for the Needs and Collection Management engineering board, NGA Engineering Review Board (ERB), and Configuration Control Board (CCB) as required. Lead Needs and Collection Management activities to baseline, analyze, update, and maintain the IT technical baseline in support of interoperability, integration of IT services/systems, and IT governance. Document Needs and Collection solution and program epics in architecture and requirement artifacts, ICDs, ECPs, ECRs, RFCs, etc.
  • Lead Quality Assurance of all RFCs at all stages of development.
  • Lead the development and maintenance of baselines.
  • Ensure the configuration management process is documented, introduced, and implemented according to guidelines from the process owner.
  • Conduct change and configuration management at the project and program levels for systems, services, and capabilities developed using traditional and agile methods.
  • Interface with the enterprise configuration management team.
  • Identify and implement opportunities in terms of process and tools to execute in more agile and efficient manner.
  • Lead and support configuration change tracking and documentation control to include, but not limited to concepts of operation, requirements identification and documentation, preliminary and detailed system definition, systems and applications interfaces (point-topoint and APIs), system design review, performance monitoring tools and production software.
  • Guide Junior-level configuration managers performing configuration management tasks.
  • Assist the government to validate and certify system configuration changes.
  • Keep the Configuration Management Database (CMDB) updated.
  • Perform audits on CMDB and Configuration Items (CIs).
  • Interface with the Enterprise MBSE tools and to provide input and extract data.
  • Serve as the configuration management authority for reviewing software code deliveries and managing code libraries.


Senior-Level (12-18 years experience)

Overall Assignment Description: Senior Configuration Managers plan and manage CM and engineering teams in the performance of CM tasks and in the execution of configuration control: engineering and governance boards and forums activities to baseline; and analyzing, updating, and maintaining the technical baseline in support of interoperability, integration of IT services/systems, and IT governance for NGA and the NSG.

Duties may include:
  • Lead Quality Assurance of all RFCs at all stages of development.
  • Lead the development and maintenance of baselines.
  • Ensure the configuration management process is documented, introduced, and implemented according to guidelines from the process owner.
  • Conduct change and configuration management at the project and program levels for systems, services, and capabilities developed using traditional and agile methods.

Expert-level (18+ years experience)

Overall Assignment Description: Expert Configuration Managers guide configuration management and engineering teams in the definition and performance of configuration management tasks, and in the execution of configuration control: engineering and governance boards and forums activities to baseline; and analyzing, updating, and maintaining the technical baseline in support of interoperability, integration of IT services/systems, and IT governance for NGA and the NSG.

Duties may include:
  • Lead Quality Assurance of all RFC at all stages of development.
  • Lead the development and maintenance of baselines and configuration control procedures.
  • Conduct change and configuration management at the project and program levels for systems, services, and capabilities developed using traditional and agile methods.
  • Interface with the enterprise configuration management team.
  • Identify and implement opportunities in terms of process and tools to execute in more agile and efficient manner.
  • Lead and support configuration change tracking and documentation control to include, but not limited to concepts of operation, requirements identification and documentation, preliminary and detailed system definition, systems and applications interfaces (point-topoint and APIs), system design review, performance monitoring tools and production software.
  • Guide configuration managers and engineers performing configuration management tasks.
  • Provide continuous coordination of progress on actions, tasking, and issues.
  • Serve as the configuration management authority for reviewing software code deliveries and managing code libraries.
  • Interface with the Enterprise MBSE tools and to provide input and extract data.
  • Assist the government in validating and certifying system configuration changes.

Requirements
Clearance: Candidates need to be TS/SCI-cleared with polygraph.
Mid-Level (6 to 12 years experience)

Skill/Position Requirements:

  • Bachelor's degree or higher in Computer Science, Information Technology, Management Information Systems, or related STEM degree.
  • Mid-level experience in Configuration and Change Management.
  • Mid-level experience in government or industry establishing, managing, and/or leading toolbased configuration management processes and practices for baselining traditional and Agile based efforts to include DevOps and Continuous Integration/Continuous Deployment (CI/CD).

Desired Skills:
  • Mid-level experience maintaining baseline and CMDB using platforms such as Remedy and ServiceNow.
  • Demonstrated experience with MBSE, processes, tools, and languages.

Clearance: Candidates need to be TS/SCI-cleared with polygraph.

Senior-Level (12-18 years experience)

  • Bachelor's degree or higher in Computer Sciences, Computer Information Systems, Software Engineering, Systems Engineering, or related science, technology, and mathematics (STEM) degree.
  • Senior-level experience in configuration and change management principles.
  • Previous IC or DoD program/project experience.

Desired Skills:

  • Experience in government or industry, within configuration management.
  • Experience using ITIL v3.
  • Experience maintaining baseline and CMDB using platforms such as Remedy and ServiceNow.
  • Experience on maintaining the baseline for efforts using Agile and DevOps methodologies.
  • Experience maintaining the baseline for cloud-based systems.
  • Certification in the Configuration Management career field such as:
    o National Defense Industrial Association (NDIA) Configuration and Data Management (CDM) certification
    o The Configuration Management Process Improvement Center (CMPIC) Certification
    o The Institute for Public Excellence (IPX) CM2 Comprehensive Certification (CM2- C)
