Position Summary
The Contracts Principal Analyst leads the administration of complex contracts, procurement activities, and compliance efforts, ensuring alignment with applicable laws, policies, and best practices. This senior-level role provides expert guidance on contract negotiation, risk management, and regulatory compliance, and collaborates with internal teams, vendors, and agencies to support organizational objectives.
This position may lead projects or mentor staff but does not carry full supervisory or departmental oversight.Essential Duties and Responsibilities
•
Manage full contract lifecycle: drafting, negotiation, execution, monitoring, and closeout
•
Ensure compliance with procurement laws, grant requirements, and internal policies
•
Develop and implement contract management procedures and best practices
•
Conduct risk assessments and advise on mitigation strategies
•
Interpret complex contract terms and coordinate with legal counsel on high-risk matters
•
Prepare reports and presentations for leadership and external stakeholders
•
Maintain vendor relationships and monitor contractor performance
•
Lead procurement processes, including RFPs, RFQs, and IFBs
•
Provide training on procurement and contract administrationRequired Knowledge and Skills

ERP and contract management systems

Use contract tracking and reporting tools effectivelyEducation, Experience, and Certifications
Minimum Requirements:
•
Bachelor's degree in public administration, business, finance, law, or related field (Master's preferred)
•
7+ years of experience in public sector contracting or procurement
•
Experience managing complex or grant-funded contracts
•
At least 2 years in a supervisory or lead role
Preferred Certifications:
•
CPCM, CFCM, CPPO, PMPAdditional Requirements
Driving:
•
Primarily office-based; occasional travel for meetings or events
Physical Requirements:
•
Sit, stand, walk; lift up to 25 lbs.; frequent use of hands; vision for reading and screen work
Mental Requirements:

Analyze data, solve problems, communicate effectively, manage shifting priorities, and interact with diverse stakeholders
Work Environment:

Standard office setting; may include occasional evenings, weekends, or travel
