Overview • Responsible for providing advanced subject matter expertise and technical leadership to support database upgrade projects and technical consultation initiative. • Offers high-level guidance and hands-on execution in modernizing data frameworks, supporting technical meetings, and driving innovation in data integration and visualization. Key Duties and Responsibilities • Lead, advise, and participate in the upgrade, development, and optimization of enterprise data and reporting systems to meet evolving agency requirements. • Provide technical expertise in planning and executing database migrations, integrations, enhancements, and system upgrades using tools and platforms such as Power Platform (Power Automate, Power App, Power BI) and/or Qlik Cloud. • Participate in and support technical meetings, offering best practices, advanced technical recommendations, and actionable solutions for complex data environments. • Analyze and troubleshoot sophisticated data, workflow, and system integration issues, guiding resolution strategies across interdependent teams. • Prepare, review, and deliver comprehensive technical documentation, process designs, and training materials to support project delivery and stakeholder readiness. • Maintain up-to-date expertise in data management, system integration, and analytics, identifying emerging technologies to enhance agency programs. • Collaborate effectively with program managers, technical teams, and external partners to ensure project alignment and excellence in delivery. Minimum Qualifications • Bachelor’s degree or equivalent in information management, data science, data analytics, data visualization, computer science, or a closely related field. • A minimum of ten (10) years of recent experience working directly with Power Platform (Power Automate, Power App, Power BI) and/or Qlik Cloud in complex organizational settings. • Demonstrated expertise in leading database modernization efforts, complex data integration, and advanced technical problem-solving. Preferred Certifications • Microsoft Power Platform Developer Associate or Functional Consultant (preferred but not required) • Qlik Sense Business Analyst or Data Architect (preferred but not required) • Microsoft SQL Server or other relevant SQL/database certifications (preferred but not required) Desired Skills and Attributes • Expert-level knowledge of Power Platform and/or Qlik Cloud technologies and demonstrated effectiveness in system integration and data modernization best practices. • Strong leadership, consultative, and analytical abilities for solving highly complex technical challenges. • Excellent interpersonal, communication, and presentation skills with the ability to engage and influence diverse technical and non-technical stakeholders. • Proven record of delivering technical solutions, facilitating collaborative discussions, and producing high-quality technical documentation and training.
